Gila County is seeking proposals from qualified contractors to survey and clean up asbestos for up to 10 residential homes and associated outbuildings situated on 12 individual parcels. This scope of work outlines tasks and responsibilities to assess and clean up asbestos for up to 10 residential homes and associated outbuildings situated on 12 individual parcels to mitigate flood hazards associated with Campaign Creek. The subject properties have withstood repetitive damage due to flooding. The properties are situated along the southern and northern banks of Campaign Creek and specifically located at the following addresses and coordinates: 1. 488 N. Mesquite Street (one parcel, 33.623516, -111.004861) 2. 504 N. Mesquite Street (two parcels, 33.623749, -111004915) 3. 509 N. Mesquite Street (two parcels, 33.624020, -111.004014) 4. 541 Mesquite Street (one parcel, 33.33.624638, -111.003992) 5. 144 E. Ash Street (one parcel, 33.623844, -111.003775) 6. 164/170 E. Ash Street (one parcel, 33.624088, -111.003491) 7. 174 Ash Street (one parcel, 33.624128, -111003181) 8. 202 E. Ash Street (one parcel, 33.623850, -111.002962) 9. 122 E. Ash Street (one parcel, 33.62378, -111.00407) 10. 216 E. Ash Street (one parcel, 33.62378, -111.000268) Project Description The purpose of this part of the project is to identify and clean up asbestos for the above-mentioned properties and includes but is not limited to: Overall project oversight. Direct costs for programmatic/financial grant management, (e.g., reporting and environmental oversight). Legal consultation related to assessment/cleanup. o Provide oversight and guidance to guarantee compliance with OMB Uniform Guidance 2 CFR, Part 200, including performing internal control risk assessments as required. Provide assistance and oversight to Gila County to facilitate and ensure appropriate progress on agreed-upon project timelines and deliverables. o Provide the County with ADEQ grant/funding Schedule of Expenditures of Federal Awards (SEFA) and close-out services to ensure expenditures are properly reported and grant is properly closed out. Prepare and review documentation and reports for completeness to ensure eligible work and costs are captured for audit. Provide regular status reports, including reporting on financial performance and project completion. The prevailing clock shall be the atomic clock in the reception area of the Copper Building. All proposals shall be made on the request for sealed proposals forms included in this RFP No. 072124 package and shall include all applicable taxes. Bidders are strongly encouraged to carefully read the entire request for proposal. Any questions regarding this Request for Proposals shall be submitted in writing and directed to: Betty Hurst, Contracts Administrator, at bhurst@gilacountyaz.gov. The Board of Supervisors reserves the right to reject any or all proposals, or to accept any proposal, or to waive any informality in any proposal, or to withhold the award if deemed in the best interest of Gila County. All procurement activities conducted by Gila County are in conformance with the rules and regulations of the Gila County Procurement Code. A copy of the code is available for review in the Clerk of the Board's office, Globe, AZ. All requests for additional information shall be put in writing and directed to: Betty Hurst, Purchasing and Contracts Manager, at bhurst@gilacountyaz.gov. Question Deadline 09/12/2024 at 3:00 PM MT. Any questions related to this request for proposal must be directed to those whose names appear on the notice. The Gila County Supervisors may require all questions be submitted in writing. Any correspondence related to a Request for Proposals should refer to the appropriate Request for Proposals number, page, and paragraph number. However, the Contractor(s) must not place the request for proposal number on the outside of an envelope containing questions since such an envelope may be identified as a sealed proposal and may not be opened until after the official request for proposal due date and time. Questions received, will not be answered. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. It is required that One (1) Original and Two (2) copies (3 TOTAL) with original signatures on all three (3) of the proposal and all forms shall be submitted. The county will not be liable for any cost incident to the preparation of proposal, materials, reproductions, presentations, copy-right infringements, etc. It is permissible to copy these forms if required. Facsimiles or mailgrams shall not be considered. Spiral bound proposals are not permitted. Failure to include all required documents, all with original signatures, may invalidate the bid. The Proposal shall be submitted in a sealed envelope, a minimum of Three (3) copies with original signatures shall be provided by the Bidder. The words "SEALED PROPOSAL" with Proposal Title "SURVEY AND CLEANUP OF ASBESTOS IN UP TO 10 HOMES IN CAMPAIGN CREEK", Proposal No., "072124." of proposal opening shall be written on the envelope.
