The general nature of the work includes routine tree trimming work within the McMinnville Water and Light service area, in accordance with the Oregon Public Utility Commission Minimum Vegetation Clearance Requirements, the Vegetation Pruning standards found at OAR 860-024-0016 -0017 (adopting ANSI A300 Part 1, 2001 or most current edition), the National Electrical Safety Code (NESC) and MW&L's Tree Trimming Contract ("the Contract"). The Contract for tree trimming services shall include labor and equipment for (2) three-person crews for a term of three years, with the option of two one-year extensions. Each crew shall be equipped with one lift truck/chip combination truck with 75' working height, one lift truck/chip combination truck with 65' working height, two wood chipper (6" diameter chipping capacity), two four-wheel drive pickup and small miscellaneous equipment per MW&L specification. September 3, 2024 - last day for bidder questions Refer Questions to: Chad Hudson, Purchasing Manager Email: cch@mc-power.com September 4, 2024 - MW&L answers to questions September 18, 2024 - Notice of Intent to Award September 26, 2024 - Notice of Award No Pre-Bid Conference for this solicitation If awarded, award will be made to the lowest responsive and responsible bidder whose bid substantially complies with the requirements and criteria set forth in the invitation to bid and with all prescribed public procurement procedures and requirements. The term of the price agreement is three years with (2) one-year contract extensions (maximum five-year term). The price agreement dates for the first year are November 1, 2024 through June 30, 2025, the remaining contract years will be July 1st through June 30th ('the Contract Time"). To be considered for this project, Contractor must be licensed with the Oregon Construction Contractors Board (OR CCB) and have a minimum of five years in utility power line clearance/tree trimming experience. No bids will be received and /or considered after the time of bid closing. Bids received after bid closing will be returned unopened to the organization submitting the bid. All bids shall be submitted on the forms designated by MW&L. A bid bond, cashier's check or certified check of the bidder, made payable to MW&L, in the amount of five percent of the first year's bid price must accompany each bid submission as security. Bid security of all unsuccessful bidders will be returned upon execution of an Agreement by the successful bidder. A performance and payment in the form provided with the bid materials will be required by the successful bidder, and shall meet the requirements of ORS 279B.055 (11). Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120 (b.). Bidders shall be licensed with the Oregon Construction Contractors Board (CCB). Award will be made to the lowest responsible bidder in accordance with ORS 279B.055 (10) (a). The procurement described in this solicitation may be cancelled, rejected in whole or part or delayed in accordance with ORS 279B.100 when it is in the best interest of MW&L. MW&L reserves the right to reject any and all bids, to waive any irregularities not including price and time, and to accept the bid deemed in the best interest of MW&L. MW&L also reserves the right to clarify the bids with the apparent responsive bidders in accordance with OAR 137-047-0600 (2). MW&L may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so. (A) The selected bidder will be required to enter a written contract in the form provided in the bid packet (the "Contract"). (B) The selected bidder must furnish MW&L a certificate from each insurance company which has issued any such policy to awarded bidder and the consultants/sub vendors/contractors stating that such insurance policy is in effect and containing an agreement that the insurance company will not cancel the same without first giving MW&L a 30-day prior written notice of such cancellation. The policy must contain an endorsement allowing MW&L to be named as an additional insured and MW&L must be named an additional insured. (C) The awarded Contractor will be required to furnish a performance and payment bond for 100% of the annual contract value (one year). Bonds will be issued annually to be effective at the beginning and through each Contract year.
