Demolition, site work, paving, new construction and renovation of a mixed-use development in Pleasant Hill, Missouri. Completed plans call for the demolition of a municipal facility; for the construction of a municipal facility; for the renovation of a municipal facility; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The City of Pleasant Hill, Missouri ("City") will accept statements of qualifications from qualified persons, firms, or contractors interested in providing the following services: 2024 Animal Shelter Improvements Statement of Intent With the approval of the General Obligation Bond, Series 2024, the City intends to complete improvements to the City's Animal Shelter. The City is accepting qualifications from qualified design-build contractors for animal shelter improvements, including, but not limited to, the design, construction, supply, installation, and/or renovation required for a complete and functioning animal shelter. The City of Pleasant Hill, Missouri is a special charter city located southeast of the Kansas City metropolitan area. The City's population is 8,777 according to the 2020 census. The City's total program budget for the project is $2,850,000. The selected contractor will provide a complete project from design through construction and owner acceptance of the completed project. The City has included components of the project that are required as well as some optional components for the project. These components are not an exhaustive list and the City intends for the Contractor to use their knowledge and experience to propose additional options that can improve both the recreation experience for the users as well as the experience for the spectators. Contractor proposals should provide for longevity of the useful life of the projects and the need for minimal post construction maintenance. The city previously worked with an architecture design team to put together conceptual plans and projected costs that were used to assist with the development of what is known as Project P for voter consideration. Those conceptual drawings are included as Exhibit A. These plans will serve as a guide for items to be included -- additional features can be added in consultation with the City and additional stakeholder input will be utilized during the final design phase. The project will need to include, but is not limited to: A. Renovations or Demo and new construction at the City's Animal Shelter (223 Patterson St. Pleasant Hill, MO 64080) a. Stormwater study, and if needed, stormwater retention b. Analysis and mitigation any issues with project being located within flood plain c. Demolition and/or relocation of existing components, as needed, to complete the project d. Completed A.D.A parking lot, landscaping, and signage e. Inventory of existing equipment and inclusion of specifications of new equipment as required. Items may include, but are not limited to: i. Cages ii. Kennels iii. Freezers iv. Play Structures v. Bath Stations vi. Activity Areas vii. Medical Tables viii. Shelves ix. Storage x. Etc. Other Considerations B. Contractor shall provide Performance and Payment bonds in the amount of an agreed-upon price C. Project will be at prevailing wage and require certified payrolls D. All plans and permitting to be reviewed by the City's third-party inspection firm E. Coordinate third-party special inspection services F. All components of the project should be considered for industry standard for inclusive play and A.D.A requirements as well as be in compliance with all local building codes G. Project shall be coordinated with City's Owner Representative, Navigate Building Solutions October 10, 2024 - Short List of Contractor's Identified October 16, 2024 - Interviews October 28, 2024 - Project Contract to City Council for Award October 29, 2024 - Notice to Proceed Animal Shelter Spring 2026 - Project Completion Responses may not be modified or withdrawn after the submission deadline. However, a respondent may withdraw one's proposal from the selection process at any time prior to the submission deadline. The City reserves the right to extend the time for submittals. Any interpretation or correction to the RFQ documents will be made by the City by addendum and will be posted electronically as an addendum, not less than seven (7) days prior to the response deadline
