Site work for a bridge / tunnel in Barnard, Vermont. Completed plans call for site work for a bridge / tunnel.
Scope of Work: Work necessary to replace a failing bridge spanning Richmond Brook and located on Lakota Road (TH #61) in Barnard, VT. The work will specifically include replacing a bridge with a new aluminum arch culvert on concrete pedestal walls, including concrete wingwalls, headers, and abutments, and stream and bank armoring. The scope will also include the installation of a temporary detour. Refer to project bid plans, Attachment A. Bid Form: The attached bid form, Attachment B shall be completed with unit cost and total project cost. Payment will be per actual units used as defined in the attached measurement and payment section, included as Attachment C.Project Coordination: The Town Administrator Kassie Hull will be the point of contact throughout the course of the project. (Also see Inspector role discussed below). Additionally, Kassie is available to answer any bid-related questions. Evaluation of Bids: As provided by the Town's Purchasing Policy, in evaluating bids, the Selectboard will consider the following criteria: o Price o Bidder's ability to perform within the specified time limits; o Bidder's experience and reputation, including past performance for the Town; o Quality of the materials and services specified in the bid; o Bidder's ability to meet other terms and conditions, including insurance and bond requirements; o Bidder's financial responsibility; o Bidder's availability to provide future service, maintenance, and support; o Nature and size of bidder; and o Any other factors that the Selectboard determines are relevant and appropriate in connection with a given project or service. The Selectboard reserves the right at its sole discretion to reject any and all bids, wholly or in part, to waive any informalities or any irregularities therein, to accept any bid even though it may not be the lowest bid, to call for rebids, to negotiate with any bidder, and to make an award which in its sole and absolute judgment will best serve the Town's interest. The Selectboard reserves the right to investigate the financial responsibility of any bidder to determine its ability to assure service throughout the term of the contract. Bid Award: Award will be based on price and other considerations as detailed above. All bidders must include proof of Worker's Compensation Insurance at time of award. The intent is to award a contract within fourteen calendar days of the bid opening. All qualified businesses are encouraged to submit a bid. Change Orders: As provided in the Town's Purchasing Policy, if specification changes are made prior to the close of the bid process, the Request for Bids will be amended and notice shall be sent to any bidder who already submitted a bid and a new bid process will be initiated. Once a bid has been accepted, if changes to the specifications become necessary, the Town Administrator will prepare a change order (addendum) specifying the scope of the change. Once approved, the contractor and an authorized agent of the Town must sign the change order. Project Special Provisions: 1. Project Timeframe Requirements - The project shall be completed by November 22, 2024. - Lakota Road must remain accessible at all times during construction with temporary detour. Detour shall be coordinated closely with the Town of Barnard Town Administrator, Road Crew, and Town Emergency Personnel. 2. Inspections - The Town will assign a Licensed Professional Engineer to monitor quality control and quantities during the slope project. The Contractor shall work with the inspector to ensure that the project is constructed in accordance with the plan and contract requirements. The inspector will be available to the Contractor for questions and issue management. 3. The Town of Barnard is purchasing the aluminum arch culvert and plans to have it available by October 25, 2024, at the Town garage located on 205 Chateauguay Road in Barnard. The contractor will be responsible for transporting the culvert from the town garage to the project. 4. Permits - The contractor is responsible for complying with all applicable permits for the project.
