Poles, Rotor Question Cut Off Date/Time 09/23/2024 2:00 PM All Questions Shall Be Submitted Through online. Reporting Complaints and Protests: (1) All Complaints or Protests Regarding Qualifying Local Business, and Local Subcontractors Claiming Non-compliance by the Ladwp or Its Failure to Maintain Certification Criteria, Shall Be Made to the Bca/occ Either in Writing or by Email for Further Investigations. Complaints or Protests Shall Be Accompanied by Documentation Which Substantiates Complainant's Allegations. (2) Any Complaints or Protests That Meet Criteria as Specified in Subarticle I(1) of This Article Will Be Investigated by Bca/occ in Its Role as Daa. The Bidder Shall Not Send Documents Other Than Copies of the Mandatory Bidding Forms Indicated Above. Assignment of Contract Prohibited The Contractor Shall Not Assign or Otherwise Attempt to Dispose of This Contract or of Any of the Moneys Due or to Become Due Thereunder, Unless Authorized by Prior Written Consent of the Department. No Right Shall Be Asserted Against the Department, in Law or Equity, by Reason of Any Assignment or Disposition Unless So Authorized. If the Contractor, Without Such Prior Written Consent, Purports to Assign or Dispose of the Contract or of Any Interest Therein, the Department, at the Department's Option, May Terminate the Contract, and the Department Will Be Relieved and Discharged From Any and All Liability and Obligations to the Contractor, and to Any Assignee or Transferee Thereof. Award of Contract Award of Contract Will Be Made to the Lowest, Responsive and Responsible Bidder. The Determination of the Lowest, Responsive and Responsible Bidder May Be Made on the Basis of the Lowest Ultimate Cost to the Department of the Materials or Equipment in Place and Use. The Department Reserves the Right to Award Items Separately or Award Items as a Whole, Unless Otherwise Stated Herein. The Bidder is Cautioned That Award of Contract is Not Effective Until a Final Analysis and Evaluation of All Bids Under Consideration Has Been Confirmed and an Actual Purchase Order or Contractual Document Has Been Issued to the Successful Bidder. To Allow Sufficient Time for a Courtesy Review of Such Documents and Subsequent Feedback to Bidders, the E-mail for a Courtesy Review Request Shall Be Received by the Department No Later Than 48 Hours (Excluding Weekends and Holidays) Before the Bid Closing Date and Time. Bidders Are Encouraged to Take Advantage of the Department's Courtesy Review of the Bidding Forms Indicated Above as Early in the Bidding Process as Possible. When Submitting Forms to the Department for a Courtesy Review, the Bidder Shall Enter the "Ifb Number" and "Title of Ifb" in the Subject Line of the E-mail. The Bidder Shall Ultimately Be Responsible for the Accuracy, Completeness, and Signature Requirement(S) of All Mandatory Forms Submitted With the Bid. All Other Questions, Inquiries, or Correspondence Regarding This Bid Shall Be Conducted Using the Ersp System's "Question and Answer (Q&a)" Functionality. Cash Terms Cash Terms Allowing Less Than 25 Days or 25th Proximo Cannot Be Considered in Determining the Lowest Bidder. Applicable Discounts Will Be Calculated Based Upon Invoice Date, Receipt Date, Material Receipt Date, and/or Service Date Whichever is Later. Delivery Days Delivery is Desired Within 30 Calendar Days but Shall Not Exceed 45 Calendar Days From Receipt of Order. Bids Offering Delivery Beyond the Specified Number of Days Will Be Rejected as Non-responsive. Courtesy Review of Selected Mandatory Bidding Forms In an Effort to Improve the "Responsiveness of Bids" Related to Mandatory Bidding Forms Listed on the Vendor Checklist Page of the Ersp System, the Department Will Offer a Courtesy Review of Such Forms for Completeness, Accuracy, and Required Signatures Before the Bid Closing Date. [1] an Lbe That Identifies a Subcontractor Certified by the Daa as an Lsb Shall Receive a 1% Preference to the Bid for Every 10% of the Cost of the Proposed Work to Be Performed by the Qualifying Subcontractor. The Maximum Additional Preference Under This Subarticle Shall Not Exceed 2%. [2] an Lbe That Identifies a Subcontractor Certified by the Daa as an Lte Shall Receive a 1% Preference to the Bid for Every 10% of the Cost of the Proposed Work to Be Performed by the Qualifying Subcontractor. The Maximum Additional Preference Under This Subarticle Shall Not Exceed 2%. [3] the Bid Shall Identify Each Subcontractor, the Proposed Work of the Subcontractor, and the Cost of the Work for Each Subcontractor. (3) Award of Subcontracting Preference: Ladwp Will Provide a Preference of Up to 5% to a Contractor's Bid That Does Not Qualify for Lbe Preference in Subarticle F(1) of This Article, but Identifies a Subcontractor Certified by the Daa as an Lbe, Lsb or Lte. The Bid Shall Identify Each Subcontractor, the Proposed Work of the Subcontractor, and the Cost of the Work for Each Subcontractor. Ladwp Will Provide a 1% Preference, Up to a Maximum of 5%, to the Bid Price for Every 10% of the Cost of the Proposed Work to Be Performed by the Qualifying Subcontractor. (4) Preference Cap: the Maximum Combined Preference That May Be Awarded to a Bid Under Subarticle F of This Article Shall Not Exceed 12% and the Value of the Combined Preferences Shall Not Exceed One Million Dollars ($1,000,000). Interested Bidders May Send Completed and Signed Copies of the Following Forms via E-mail to Ccsdocs@ladwp.com. Right to Reject The Department Reserves the Right to Reject Any and All Bids. Protest Procedure The Intent of This Procedure is to Provide Bidders With a Process to Formally Object to the Content of the Solicitation Documents or a Contract Award. In Order for a Protest to Be Considered, the Protestor Shall Adhere to the Department's Protest Procedure by Providing a Written Submission Which Shall Contain, at a Minimum, the Following Elements Poles, Rotor, in Accordance With Attached Specifications, Fabricate and Deliver Two (2) New Rotor Poles Iron for a 16-pole Synchronous Hydroelectric Generator Rated at 2800kw, 450rpm, and 6.6kv. Two Sets of the Coil Will Be Shipped to the Contractor for Re-insulation. An Existing Pole Iron Will Be Shipped to the Contractor as a Sample for the Reverse Engineering and Fabrication Work by the Contractor. The New Rotor Poles Shall Have an Edge Wound Coil With Asbestos-free Insulation; Coil Turns Insulated With Nomex B-stage .010" Between Turns; Resistance Test - @ 1.5 Volts Per Turn; Ground Test - Coil & Pole Assy @ Minimum 2,500 Volts, and New Damper Bars. The New Pole Weight Shall Match the Existing Pole. The Rotor Pole Design Shall Be Optimized for Efficient Magnetic Flux Distribution and Minimal Eddy Current Losses. Pole Shape and Contour Shall Be Designed to Facilitate Smooth Flow of Air, Ensuring Efficient Cooling During Operation. Pole Surfaces Shall Be Carefully Finished to Minimize Irregularities and Ensure Uniform Magnetic Field Distribution. The List of Attachments in the Vendor Checklist is Made Part of This Bid. Bidder Shall Enter Their Price(S) in the Unit Price and Extension Columns on the Bid Line Items. Bidder Shall Also Provide Answers to Requested Information Listed After the Bid Line Items. If There is a Discrepancy Between the Unit Price and the Extension, the Unit Price Shall Prevail. The Contractor Shall Meet the Attached Technical Specification. The Contractor Shall Submit the Rotor Design and Fabrication Drawings to Ladwp After Award of Contract for Review and Approval Prior to Fabrication. The Contractor Shall Provide Ladwp Copies of All Test Results and the Option to Witness the Critical Tests at the Factory With at Least 10 Business Days of Advanced Notice if Located in the Los Angeles (La) County or 30 Business Days if Located Outside of the La County.
