Scope of Services 1. The purpose of this RFQ is to develop a list of pre-qualified Respondents to provide agricultural and urban water use measurement, modeling, and analysis on an on-call basis and to set forth project-specific agreement award procedures for work that falls within the solicited program. 2. Respondents may propose and be pre-qualified in one (1), any combination, or all technical categories listed below, provided Respondent meets the specified requirements in this RFQ. Category 1: Economic/agronomic evaluation for agricultural and urban water conservation, transfers, storage, infrastructure projects, and innovative supplies, including direct & third-party impacts of conservation programs Category 2: Irrigation delivery, soil moisture, and crop water use measurement Category 3: Agricultural and urban land use classification Category 4: Evapotranspiration measurement via remotely sensed data and ground-based instruments Category 5: Front-end and/or back-end development for analytical tools Category 6: Data Science Training Category 7: Groundwater modeling, monitoring, and water balance estimation Category 8: Soil and landcover carbon modelling and estimation Other Details Respondent must meet the following minimum qualifications. Respondent's SOQ will be deemed non-responsive to the extent that it does not meet the minimum qualification(s). 1. Respondent's key personnel, including sub-consultant(s), shall have a minimum of five (5) years of recent experience for each respective category of services for which the Respondent submits qualifications (see scope of services for detailed description). 2. Respondent's business shall have been in existence for at least three (3) years providing the type of services required by the scope of services for each category Respondent submits qualifications.
