Tillamook County is Seeking Design and Construction Engineering Services for a New Fee Station and Rerouting of Both Incoming and Outgoing Park Traffic at Barview Jetty Campground Located at 8000 Cedar Street, Rockaway Beach, Oregon. SCOPE OF SERVICES
A. A contract resulting from this request for proposals (RFP) will be completed in two
phases: design and construction engineering. The design phase is anticipated to start as
soon as possible. The construction phase is contingent on the final design and will
become an amendment to the contract. The successful consultant shall fulfil their
obligation as detailed in the contract. Contingent upon the county's need, availability of
funding, and the consultant's performance, the county reserves the right to amend the
contract for project services and time for project completion.
B. The scope of work (SOW) included in the contract that results from this RFP shall
include, but not be limited to the following tasks and deliverables. The following is a
general overview of what the county believes to be necessary for the consultant to
complete the project. The actual tasks and deliverables required to complete the project
shall be negotiated in detail and incorporated into the contract.
C. Professional services provided shall include but not limited to:
Phase 1: Preliminary Design
Topographical and cadastral surveys.
Alternatives analysis.
Plan and elevation details for proposed replacement.
Literature research for environmental evaluations ensuring compliance with all terms
of the federal National Environmental Policy Act (NEPA).
Geotechnical investigation.
Phase 1: Deliverables
An alternatives analysis report that includes, but not limited to:
o Three alternatives.
o Plan & Elevation sheets for each alternative.
o Cost estimate and construction techniques/limitations for each alternative.
o Environmental impacts for each alternative.
