The City of Artesia invites the submission of sealed bids for the Wastewater Treatment Plant Replacement. Bids may be held for ninety (90) days, subject to all actions by the City. The City of Artesia reserves the right to reject any bids in part or whole. A completed bid package shall be submitted in a sealed container indicating the ITB title and number along with the Offeror's name and address marked on the outside of the container. ity Of Artesia Wastewater Treatment Plant (AWWTP) PLC communications with Supervisory Control Data Acquisition (SCDA) system is operated by a dated model Alen Bradly Programmable Logic Controller (PLC) panel mounted HMI initially installed in 2003 and 2008. These PLC panels and all associated electrical and control equipment must be upgraded to prevent future failures, with the capability of being tied into the current SCDA monitoring system. The PLCs operate Oxidation Ditches Train 1 and Train 2 equipment, including pretreatment, UV pathogen reduction, headworks, and most plant-related equipment. The work to be performed under this section generally consists of furnishing all equipment, tools, materials, office, and on-site labor, services, and operations required for modernizing the existing PLC Panels and OTI replacement at the AWWTP and includes all other work necessary to complete the project according to Industry Standards and General Conditions. The new PLCs, 7-inch Allen Bradley Conversion Module, 15-inch Allen Bradley Panel View Plus 7 Graphic Ter, and Allen Bradley Panel View plus 7 Series ACCY OITs will be replaced, including Racks 1 and 2. Obsolete HMI'S will be replaced, the existing drawings will be updated, and analog modules that are not convertible will be manually wired Potential Offerors may submit written questions to the Chief Procurement Officer about this intent or clarity of this ITB until October 10th , 2024, at 5:00 P.M. Bid Bond: If applicable, pursuant to NMSA 1978 13-1-146, A Bid must be accompanied by Bid security made payable to the City of Artesia in an amount of 5 percent of Bidders maximum Bid price (determined by adding the base bid and all alternates) and in the form of a certified check, bank money order, or a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of the company authorized to do business in the state of New Mexico. The Bidder shall furnish a Performance Bond executed by a Surety Company duly authorized to do business in the State of New Mexico in an amount of 100% of the Contrast sum, which will be required of the successful bidder entering into the construction contract.
