Reference Number 0000279263 Question Acceptance Deadline 2024/10/08 12:00:00 PM CDT 1 The roads to be graded are subject to change and will be identified on an annual basis by the Municipality. Some roads may not require grading each month and upon the request of the Municipality will be done only as required and authorized by the Municipality. The Area allocated to the Contractor shall remain the same throughout the contract. 2 Roads to be graded by the direction of the Municipality Council. 3. The Contractor shall be available and start grading within 24 hours of notification. 4. Two (2) machines are required to complete work as per schedule. Failure to complete within the schedule will result in the Municipality calling another contractor in to complete the work. 5. A replacement grader shall be made available by the Contractor when required due to breakdown. 6. The minimum width of the moldboard shall be 16 feet. 7. The minimum horsepower of the grader shall be 180 H.P. 8. Roads are to be graded maintaining as consistent as possible a 3 to 4% road grade to achieve proper road crown. 9 Each grader shall be equipped at all times with either: (i) GPS device which will be supplied and monitored by the Municipality; or (ii) compatible GPS system that has been approved by the municipality. This equipment will be used to verify the Services completed by the Contractor. 10. GPS equipment that is supplied by the Municipality will be returned to the Municipality at the end of the contracted date or when the contract is terminated. 11. While this Agreement is in effect the Contractor shall not provide services to any other person, firm, corporation or organization in a manner which might interfere or conflict with the proper performance of the Contactor's obligations under this Agreement. 12. Any avoidable damage caused by the Contractor will be at the Contractor's expense to repair such as damage to private property, damaging a marked culvert, or grading over dust control. Contractor will have to rectify the damage at their costs or the Municipality will rectify the damage and costs will be deducted from Contractor invoice. Unavoidable damages such as a culvert pushing through the road would be the responsibility of the Municipality to repair the damaged culvert. 13 All dust control sites are to be graded at the last grading of the season or otherwise instructed by the Municipality. 14. Any damages to Contractors equipment and/or attachments during grading operations would be the responsibility of the Contractor. 15. Any errors caused by the Contractor will be at the Contractor's expense such as washboard, large ridges at intersections and crossings or cuts left on the road by the grader. The Contractor will rectify the error at the Contractors expense. 16. No windrows are allowed to be left on the sides of road unless absolutely necessary to repair/fill holes at the beginning of the grading season. Windrows should not be left on the sides of the roads that interfere with the roadside grass cutting season. All windrows must be removed by September 1 each year before snow plow season. 1. The roads to be snowplowed are subject to change and will be identified on an annual basis. The area allocated to the Contractor shall remain the same throughout the contract. 2 Roads to be plowed as indicated on the maps shall be done on as "as needed" basis depending on snow fall and conditions of the roads. The Municipality will determine when roads are to be plowed by making a call to the Contractor. 3. The Contractor shall be available within one (1) hour of notification and shall perform snowplowing as assigned by the Municipality. 4 A replacement snow plow shall be available within 24 hours of a breakdown by the Contractor, failure to do so may result in the Municipality calling another Contractor to complete the necessary work required. 5. The operator shall be accessible via a cellular telephone and have an answering machine available which is checked daily by the Contractor. 6 The snowplowing shall be completed within 48 hours of notification to snowplow. 7. The Municipality agrees to pay the Contractor for snow plowing the rate of pay per hour as per Schedule "A" attached which forms part of this agreement 8. The snow plow shall be equipped with a standard wing and nose plow. 9. The minimum width of the moldboard shall be 14 feet. 10. The minimum horsepower of the grader shall be 180 H.P. 11. While this Agreement is in effect the Contractor shall not provide services to any other person, firm, corporation or organization in a manner which might interfere or conflict with the proper performance of the Contactor's obligations under this Agreement. 12. Any avoidable damage caused by the Contractor will be at the Contractor's expense to repair such as damage to private property or damaging a marked culvert. Any damages to Contractors equipment and/or attachments during snow plowing will be the responsibility of the Contractor. 14. Any errors caused by the Contractor will be at the Contractor's expense such items included but not limited to improper ice or snow removal resulting in no ice or snow being removed, wash board, dangerous piles left on the road or road not plowed wide enough. The Contractor will rectify the error at the Contractors expense. 15 Each snowplow shall be equipped at all times with a GPS device which will be supplied and monitored by the Municipality. The device will be used along with Contractor invoice to verify work completed. 16.0 GPS equipment that is supplied by the Municipality will be returned to the Municipality at the end of the contracted date or when the contract is terminated. The Council of the Rural Municipality of Armstrong is accepting proposals for road grading and snow plowing of municipal roads in the RM of Armstrong for both Area 1 (North half) and Area 2 (South half). Bids can be fro one of the areas or both. Each area will require a minimum fo two (2) graders to complet the area in a timely manner. Contract will be for three (3) years to commence on November 1, 2024 and end on October 31, 2027 The Lowest or any bid not necessarily accepted. Contractor must be in good standings with the RM of Armstrong to be considered. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
