Statements of qualifications should include information regarding the firm s history; education and experience of owners and key technical personnel; the technical expertise of the firm s current staff; the firm s experience in performing engineering studies, design, construction administration and construction observation; availability of staff; the firm s equipment and facilities; references; and any previous work performed for the Village of New London. New London seeks an engineering consultant to assess field conditions, develop a preliminary engineering report (PER), perform detailed design, solicit funding sources, assist with construction bidding, and provide construction engineering to rehabilitate the Vermilion River at the existing raw water pumping station (RWPS) and dam to safeguard the Village s drinking water supply. Specifically, the project will: 1. Consider alternatives to stabilize and potentially realign segments of the Vermilion River. 2. Consider quality of dredged material in the existing dam pool. 3. Perform topographical survey of the anticipated stabilization and realignment limits. 4. Define and perform additional ecological and environmental field evaluations including threatened and endangered species, mussel, wetland delineations, etc. 5. Define, coordinate, and secure anticipated permitting requirements, USACE, OEPA, USFWS, ODNR, FEMA, etc. 6. Perform hydrologic and hydraulic (open channel) modeling efforts. 7. Consider seasonal and climatological impacts on the waterway. 8. Prepare a Nine-Element Nonpoint Source Implementation Strategic (NPS-IS) plan. 9. Define point source and other related water quality concerns and potential countermeasures. 10.Define a funding strategy and solicit grant funding for project implementation. 11. Evaluate the existing raw water pumping station, dam, and end walls. Define rehabilitation and/or replacement needs and design preferred improvements in coordination with associated river restoration. 12.Prepare construction plans and bidding documents in accordance with funding requirements. 13.Provide management and inspection services during construction including funding agency coordination.
