Reference Number 0000279677 Question Acceptance Deadline 2024/10/30 03:00:00 PM CDT Pricing Lump sum The Consultant will be responsible for evaluating existing conditions, identifying drainage issues, formulate high-impact, effective solutions, and make comprehensive recommendations to alleviate these concerns. This includes providing cost estimates, implementation strategies, and may include the preparation of engineered plans, if required. Additionally, the Consultant will guide the Rural Municipality of St. Andrews (the “Municipality”) in the formulation and implementation of a development moratorium. This moratorium will restrict further development in the Bruneau Drain catchment area until drainage concerns are resolved. The Consultant's advisory role will include the preparation of a map to clearly delineate the restricted area(s), which will form part of the ordinance to be enacted. However, the final decision and implementation of said moratorium shall rest with the Municipality. Scope of Services Scope of services to be provided shall include, but not necessarily be limited to: • Reviewing Existing Reports: The Consultant will review the 2013 Bruneau Drain Study, previously gathered survey information from the Municipality and any additional relevant documents/information as required. This will involve assessing the report's findings and recommendations as well. Conducting Field Investigations: The Consultant will perform field investigations to gather updated data on drainage conditions within the Bruneau Drain catchment area and adjacent areas, as required. This includes evaluating the effectiveness of existing drainage infrastructure. • Analyzing Drainage Conditions: The Consultant will re-evaluate the drainage conditions using both old and newly gathered field data and historical information. This includes analyzing the impact of current and proposed developments on the drainage system and identifying other drainage issues such as overland flooding. Developing Recommendations and Plans: Based on current investigations and analysis, the Consultant will formulate and prioritize potential solutions for consideration and make recommendations to address the identified drainage problems. This will include providing cost estimates, timelines, and implementation considerations. At the option of the Municipality, the Consultant will create engineered plans to support recommendations as required. Guiding Development Moratorium: The Consultant will provide guidance to the Municipality by offering considerations for the moratorium and advising on critical aspects such as need, scope and duration. The Consultant shall also prepare a detailed map outlining the affected area(s). The final implementation of the moratorium shall rest with the Municipality. Deliverables: The Consultant will provide a comprehensive final report that includes all analyses, recommendations, plans, and moratorium guidelines. Additionally, updated drainage data and maps will be delivered to the Municipality. Required Components Proposals must include the following: Technical Approach: A detailed description of the methodology and approach for addressing each aspect of the project scope, including field investigations, potential solutions, and recommendations. Qualifications and Experience: Information on the consultant's qualifications, relevant experience, and expertise in drainage analysis, stormwater management and land development, along with qualifications and experience of key personnel proposed for this project. Project Schedule: A proposed timeline outlining the completion of each project phase, including key milestones and deliverable dates. Cost Breakdown: A detailed cost estimate for the entire project, including a breakdown of costs by phase and component. References: Contact information for references who can attest to the consultant's experience and performance on similar projects. Compliance: Confirmation of adherence to all relevant local, provincial, and federal regulations and standards. Be financially capable of carrying out the terms of the contract: i. Be able to obtain and maintain professional liability insurance covering the services provided the consultants for the project with a minimum coverage of two million dollars ($2,000,000) per occurrence, with respect to the successful Consultant's liability, operations, acts, and omissions relating to its obligations under the contract, such policy to include coverages for defense and claimants', costs, and coverages. Be able to obtain and maintain commercial general or wrap up liability insurance in ii. respect of the Project, with minimum coverage of two million dollars ($2,000,000) per occurrence; Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
