for A TWENTY-FOUR (24) MONTH CONTRACT FOR PURCHASE OF CHEMICALS FOR WATER AND SEWER UTILITIES. Bids must be submitted on the form(s) provided and must be in accordance with the specifications contained in the Instructions to Bidders and other bidding documents. Bidders are required to comply with the requirements of the Local Public Contracts Law, the Prevailing Wage Act, and the requirements of P.L. 1975, c. 127, N.J.S.A.10:5-31 and N.J.A.C. 17:27-1.1 et seq., Affirmative Action, and all requirements as set forth in the Instructions to Bidders. A Business Registration Certificate is required. Bids must be made on standard proposal form, in the manner designated and must be received in sealed opaque envelopes, bearing the name and address of the bidder and "Chemical Bid" printed on the outside, addressed to the Purchasing Agent, Borough of Roosevelt and must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, but not in excess of $20,000.00, and be delivered at the place on or before the hour named above. Bids are being solicited for an open-end contract or contracts, on a unit basis, because the exact quantity of chemicals needed is not known. A contract may be awarded to one or more bidders with respect to all chemicals set forth in the specifications. The Borough reserves the right to reject any or all bids, or to accept a bid that, in its judgment, best serves the interest of the Borough. No bids may be withdrawn for a period of sixty (60) days after the date and time set for the opening of the bids.
