Site work and paving for a mixed-use development in Seattle, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in civil engineering, traffic engineering, real estate services / right-of-way (ROW) acquisition and relocation, public involvement and communication support, roadway and pavement design, landscape architecture, cost estimating, traffic control plan development, underground utility verification and potholing, utility design, environmental services with the intention of awarding the consultant through 100% design and potential for design support during construction (DSDC). Project Description: This project is for design and real property services related to signalized intersection treatments, unsignalized intersection treatments, bicycle facilities, new sidewalks, and arterial traffic calming treatments. Primary services include project management; data collection; 30%-100%, ad ready PS&E packages; civil engineering; stormwater code analysis; design documentation; outreach; ROW; and environmental services. Primary scopes of work: The ADA scope package consists of project locations that currently have or need upgrades to the existing pedestrian infrastructure. The project will improve pedestrian accessibility by implementing accessible push button signals, building curb ramps, and programming leading pedestrian intervals and upgrading subsequent signal infrastructure. The Real Property scope package consists of ROW acquisition and relocation services related to the design project list. Optional scopes of work: The Sidewalk scope package consists of building new sidewalks in an industrial and manufacturing neighborhood of Seattle and traffic calming treatments on an arterial road in a residential neighborhood. Additionally, there is a task that would include upgrading an existing walkway into a shared multi-use path in a center running median and other bike infrastructure locations. At the time of RFQ, SDOT anticipates performing this package in house but may need consultant design support if staffing or workloads change. The selected consultant may also be asked to provide design support during construction under a future phase. This negotiated hourly rate contract is estimated at an initial contract amount of $3,500,000-$3,900,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. with an anticipated project design schedule of Q1 2025 through Q1 2028. SDOT reserves the right to retain the services of the successful firm for any subsequent phases (DSDC) associated with this project. This project is anticipated to be federally funded in part through the FHWA. There is no minimum DBE goal for this project. Consultants will be evaluated and ranked on qualifications of key personnel, firm experience, ability to meet schedule, approach to work, familiarity with federal standards, past performance, and approach to meet affirmative efforts.
