Renovation of a mixed-use development in Napa, California. Completed plans call for the renovation of a fire / police facility; and municipal facility.
The Project is located at 1539 First Street, Napa, CA 94559 & 770 Jackson Street, Napa, CA 94558 and is described as follows: The City of Napa has purchased two new electric generators through an independent procurement process to replace the existing generators at City Hall/Police Station#1 and its Corporation Yard. This project involves disconnecting and removing the existing generators, prepping the sites and hooking up the new generators to the facilities electrical systems. The existing generator at City Hall/PD is currently non-operational and is disconnected inside a CMU enclosure located in the parking lot of the facility. The existing generator will be freed from its anchorage and placed on a flatbed truck with a crane, to be transported to the City Corporation Yard. The interior and west facing wall of the enclosure will be removed to allow for expansion of the area to fit the new generator. The west wall will be reconstructed at an offset, with a new steel access door leading to the parking lot. The existing concrete mat will be demolished, new underground conduit and electrical cabinets will be installed to feed wires to the new generator and make the connections, and the mat will be reconstructed within the new enclosure space. The new generator will then be placed within the enclosure, anchored to the foundation and hooked up to the facilities existing automatic transfer switches. A new remote generator quick connection port will also be installed within the enclosure and connected in circuit with the new generator. The generator at the Corporation Yard is still active and will need to be disconnected from its wiring, unanchored, transported approximately 50' in front of the ATS and reconnected while the remaining work is completed and until the new generator is on-line. The existing concrete pedestal pad will be demolished and replaced with a new larger pad to fit the new generator. The new generator will be hooked up to the existing wires and conduit. If an extension is needed additional conduit and wiring will be installed, with a connection made in an existing vault. Bollards will be constructed around the perimeter of the new pad and the pavement will be restored where it has been removed to facilitate the site improvements. Generators for Facilities The Project must be fully completed within 60 calendar days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about April 1, 2025, but the anticipated start date is provided solely for convenience and is neither certain nor binding. License. This Project requires a valid California contractor's license for the following classification(s): Class A License. Council Approval & Award: December 3, 2024 Question Deadline 11/06/2024 at 6:00 PM PT Questions or requests for clarifications regarding the Project, the bid procedures, or any of the Contract Documents must be submitted electronically, in writing, via Open Gov at online. Oral responses are not authorized and are not binding on the City. Bidders should submit any such written inquiries at least five Working Days before the scheduled bid deadline. Questions received any later might not be addressed before the bid deadline. The generators at two of the City of Napa's critical facilities require replacement, one at the downtown Police Station/Dispatch Center/City Hall and the other at the Public Works Corporation (Maintenance) Yard. The new generators have been ordered through independent procurement processes and are scheduled to arrive on May 25, 2025. This contract will encompass all the work needed to remove the existing generators, prepare the sites for the new generators, install the upgraded equipment and reconnect to the facilities' electrical systems at the existing automatic transfer switches. Both generators are larger than the existing machinery and so the enclosure/pads need to be enlarged to accommodate the larger footprints. The site preparation needs to be completed in advance of the arrival of the new generators to allow for the concrete to sufficiently cure and reach design strength prior to anchoring the equipment in place. The contractor will be tasked to offload the generators upon delivery from the manufacturer and will need to coordinate a crane and flatbed truck to be present on site on the date of arrival to facilitate the logistics. Working days may be paused intermittently as agreed upon between the City and the Contractor to accommodate the project schedule. Location and Description. The estimated construction cost is $$352,150 Time for Final Completion. The Project must be fully completed within 60 calendar days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about April 1, 2025, but the anticipated start date is provided solely for convenience and is neither certain nor binding. Each bidder must submit bid security equal to ten percent of the maximum bid amount, in the form of a cashier's or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Bid Submittal section in the manner set forth in the Bid Security section of the Instructions to Bidders. The bid security must guarantee that within ten days after City issues the Notice of Award, the successful bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and any other submittals required by the Contract Documents and as specified in the Notice of Award. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price, as further specified in the Contract Documents. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code 22300. Form of Security and Submission. In addition to submitting a PDF copy of the bid security, the wet-inked original bid bond, or cashier's or certified check, must be sent to the City via U.S. Mail or a reliable overnight delivery service in a sealed envelope addressed to: James Connaughton, 1600 First Street, Napa, CA 94559, and clearly labeled with the bidder's legal name and address, the Project title, and the date and time of the bid deadline. The envelope containing the original form of bid security must be postmarked or otherwise dated to show that it was submitted to the U.S. Postal Service or overnight delivery service by or before the date of the bid deadline. Bid Guarantee. The bid security must guarantee that, within ten days after issuance of the Notice of Award, the bidder will: execute and submit the enclosed Contract for the bid price; submit payment and performance bonds for 100% of the maximum Contract Price; and submit the insurance certificates and endorsements and any other submittals, if any, required by the Contract Documents or the Notice of Award. A Bid Form may not be withdrawn for a period of 60 days after the bid opening, or as otherwise extended by mutual written agreement between the City, bidder, and the bidder's bid bond surety (if necessary), without forfeiture of the bid security, except as authorized for material error under Public Contract Code 5100 et seq. All bidders should carefully review the Instructions to Bidders for more detailed information before submitting a Bid. The definitions provided in Article 1 of the General Conditions apply to all of the Contract Documents, as defined therein, including this Notice Inviting Bids. Each Subcontractor must be registered with the DIR to perform work on public projects. Each bidder must submit a completed Subcontractor List form in the Bid Submittal section, including the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the base bid price) for each Subcontractor that will perform Work or service or fabricate or install Work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included in the Bid Submittal section.
