The West Steamboat Trail project is proposed under two phases of work. If funding is secured for phase 2, both phases will be combined under a single construction contract and completed over two construction seasons. Phase 2 of the project provides a grade separated crossing below Highway 40 that will connect the southern side of the highway to the northern side and when complete will allow pedestrians and bicyclists to safely cross the highway without any conflicts with vehicles. The underpass will directly link the Overlook Park and Brown Ranch developments to the first phase trail extension planned on the southern side of the highway. The estimated cost for phase 2 of the trail extension improvements is $5,742,075 and includes the tunnel, dewatering infrastructure, retaining walls, lighting, trail approaches, materials testing, a small contingency and third party construction management. Phase 1 consists of a trail connecting between Snow Bowl Plaza and Sleepy Bear along the southern side of Highway 40. If phase 1 is completed before phase 2 funding is secured and begins construction there will be some work that needs to be redone to accommodate the retaining walls and tunnel associated with phase 2. As of August 19, 2025, this project is included in the City of Steamboat Springs Fiscal Year 2025-2030 CIP.
