Virginia Wetland and Stream Replacement Fund in-Lieu Fee (WSRF) Program Development and Consultation Services. The intent and purpose of this Request for Proposals (RFP) is to solicit sealed proposals to establish a term contract through competitive negotiation with a qualified source (Contractor) that can provide "Virginia Wetland and Stream Replacement Fund In-Lieu Fee Program Development and Consultation Services" (WSRF) specified herein, for the Department of Environmental Quality (DEQ), an agency of the Commonwealth of Virginia. The initial contract term shall be effective upon the Contractor's receipt of a fully executed contract through DEQ's final acceptance of the Contractor's Operations and Management Plan and through the Contractor's execution of the Plan for a period of Two Years for development and consultation services aiding DEQ's operationalization of the Wetland and Stream Replacement Fund (the Fund) as required by Va. Code 62.1-44.15:23.1.
