The City of Bellingham is soliciting competitive bids for the purpose of establishing a public works contract for using defined (fixed) unit priced Portland cement concrete repair. The work consists of: Various Portland cement concrete repair repairs throughout the City of Bellingham and its greater water and sewer service areas. Bid award is based on estimated work which is provided in the bid specifications for bid comparison purposes only. Actual work will be as needed. The term of the agreement will be three (3) years, with the option to extend for one (1) additional year. Over the term of the agreement, the City will identify specific work assignments and issue work slips for the work to be performed. All work will be performed according to the unit prices contained in the contractor's Bid Proposal (subject to annual CPI adjustment), which will be attached to and made a part of the IDIQ agreement. The basis of payment will be the actual quantities of work performed. Invoices shall be submitted once work is completed. The City will inspect work and pay invoice within 30 days (Net 30). Three year contract total: $3,600,000 + 1 year optional renewal for $1,200,000. The contractor shall pay prevailing wages for all work that is subject to the requirements of RCW 39.12. Prevailing wages shall be updated annually on the anniversary date of the IDIQ agreement, as required by RCW 35.22.620(11)(e). The quantities provided by the City in the Bid Proposal form are nonbinding estimates which are provided for the sole purpose of bid comparison and to establish the amount of the bid bond and payment & performance bond. The successful bidder is not guaranteed any minimum amount of Portland cement concrete repair work under the on-call agreement, nor is it given the exclusive right to perform such work for the City. Variations between estimated and actual quantities shall not result in any adjustment to contract unit prices. All proposals must be on the Bid Proposal form provided by the City of Bellingham and must be accompanied by a certified check, cashier's check, cash, money order or bid bond payable to the Finance Director in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security is acceptable. The right is reserved to postpone making the award for a reasonable length of time, to reject any and all bids, or to waive irregularities not affecting substantial rights.
