The project is located in Michigan City ,Indiana and generally consists of a new gravity sanitary sewer, lift station, force main and access road/recreational trail.The project begins at the intersection of Lake Avenue and Blaine Street, continues southerly underneath active railroad tracks then follows an abandoned railroad right of way under Highway 12, under Trail Creek, and terminating at the Wastewater Treatment Plant. The purpose of the work is to relieve existing sanitary sewers north of Highway 12 and increase sewer capacity for future development. The Work for the Project includes furnishing all labor, materials, equipment,supplies, and services for the construction of the Project as defined in the Contract Documents. Additionally, Bidders will be required to comply with Michigan City's Equal Employment Opportunity and Local Hiring Ordinances. Each bid must be accompanied by a certified or cashier's check from a solvent bank or trust company, drawn to the order of the OWNER, or an acceptable bid security, in an amount of not less than 10 percent (10%) of the total bid for the project. This bid security is a guarantee that if the contract is awarded to the Bidder, they will enter into the contract. This bid security of all bidders, excepting the three lowest responsive bidders will be returned within thirty (30) days after the opening of bids. Any bidder whose bid security has been retained may, after thirty (30) days from the opening of bids, request return of their bid security provided they have not been notified of award of contract. The bid security of the successful bidder will not be returned until bidder delivers the required performance bond. Any bid may be withdrawn prior to the scheduled time for the opening of bids or authorized postponement thereof. However, no bid may be withdrawn for sixty (60) days after the scheduled time for opening, unless agreed to by the OWNER. In determining the lowest responsive Bidder, the OWNER will consider the base bid, alternate bids, or any combination of the base or alternate bids in any desirable combination. The Owner will consider the bid and all other relevant facts or matters mentioned in the Contract Documents or which the Owner may legally consider in determining the lowest, responsive, responsible bidder. The Owner reserves the right, after all bids have been examined and tabulated, to waive any informalities or insubstantial defects in any bid; and accept the bid which it deems to be the most responsive and responsible and most favorable to the interests of the Owner. The Owner expressly reserves the right to reject any and all of the bids received. All bid awards are made subject to an appropriate contract being finalized between the OWNER and the winning bidder. Pre- bid meeting notes: At this meeting, rules and regulations included in the contract documents will be explained and questions regarding the project will be received and answered where appropriate. Failure to attend this meeting shall disqualify Bidders from further consideration for this project.
