Renovation of a municipal facility in Hillsboro, Oregon. Completed plans call for the renovation of a municipal facility.
Washington County is looking to replace the existing StrionAir filtration system, add UV-c lighting, and alter filtration to be able to utilize higher MERV bag filters, the project will include the replacement of the dampers and door's insulation (2 doors per unit) for 3 rooftop units at the Public Services Building, 155 N 1st. Ave, Hillsboro, OR 97124 Washington County Public Services Building use three large custom built StrionAir systems that require filters, racks and components that are no longer in production because StrionAir is out of business. Question Deadline 11/22/2024 at 5:00 PM PT The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. A. Replacement of the StrionAir System and Installation of new UV Lights. SF - 1, 2 and 3. o Demo: Safe off and disconnect existing power to filter media, disassemble and remove existing filter rack and electronic filters, remove failing damper assemblies and discard as needed. o Installation filter racks: Build filter media rack for new MERV 8 filter (2" deep filters to match existing airflow requirements) and block off and seal outside of rack. o Installation UV Resources lights: UV-C hour meter, waterproof UV Light toggle switches, UV Repeat kit 2 board W/NEMA 4 box, Model RLM Extreme, 2 coils, 2 rows per coil, 2 lamps per row, 11.99 lamp watts/ft2, and 120-277vac. Access interlock switches for all required doors (Total: 26). o Insulation: Remove all UV exposed piping PVC covering, complete aluminum jacketing on all UV exposed piping insulation, install galvanized blank off plate to protect piping section from building mains. o Controls: Integrate UV lighting systems (relays and CT to provide start/stop and status) and update graphics and programming on existing Distech controls. o Electrical: Demo existing electronic air filter 12vac circuits and control cabinets and install repurpose 120vac circuits for new UV lighting control cabinets and control cabinets per each SF. (SF - 1: Connect (8) factory cabled UV light fixtures to controls cabinet and install (10) UV lighting safety door switches as directed. SF - 2 and 3: Connect (8 per unit) factory cabled UV light fixtures to controls cabinet and install (8 per unit) UV lighting safety doors switches as directed. B. Replacement of dampers and Controls. SF - 1,2 and 3. o Dampers: SF - 1: Provide and install LH and RH economizer dampers assemblies and install new Belimo actuators to match existing. SF - 2 and 3: Provide and 1X economizer damper assemblies, install new Belimo actuators to match existing. Approximately 100" L x 98"H. o Controls: Integrate new actuators. C. Door's Insulation: o Replace insulation on filters access doors, 2 doors per unit, back to original; jacketed or metal covered door insulation will void the fireproof door rating.
