sealed bids for qualified contractors to perform environmental remediation services at 139 Westchester Road, (Route 149), Colchester, Connecticut in accordance with the specifications contained in and the requirements of the Bidding Documents. The Work for the project generally consists of the removal and disposal of contaminated soils, the removal and disposal of petroleum-impacted concrete, the placement and compaction of clean soil and restoration of all disturbed areas, and repair and/or reinstallation of monitoring wells at the Project Site. The selected contractor will be required to provide all labor, materials, services, machinery, tools, supervision, permits, licenses, and testing necessary for the completion of the Work. This Project is subject to Connecticut prevailing wage requirements per Connecticut General Statutes (CGS) 31-53, et seq. Bid security in the form of a Bid Bond in an amount equal to ten percent (10%) of the total bid amount must be submitted with each bid. The selected contractor shall be required to provide performance and labor and material payment bonds each in the amount of the total contract price. No Bidder may withdraw its bid for a period of ninety (90) days after the bids are opened. The Town reserves the right to amend or withdraw this Invitation to Bid for any reason, to accept or reject any or all Bids, to waive any informalities or non-material deficiencies or irregularities in any Bid, and to make such award (or make no award) of a contract in connection with this Invitation to Bid all as determined by the Town, in its discretion, to be in the best interest of the Town. A Bid may be rejected for irregularities of any kind, including without limitation, alteration of form, additions not called for, conditional proposals, and incomplete Bids. The foregoing provisions are for illustrative purposes and shall in no way limit the right of the Town to reject any or all Bids, in whole or in part.
