Huntsville Utilities (HU) is accepting Statements of Qualifications (SOQ) from Consulting Engineering Firms (Consultants) to perform engineering services for water main installation projects for a three-year period beginning in FY25 (October 1, 2024) and ending in FY27 (September 30, 2027). The intent of this SOQ process is to establish a list of Consultants capable of supporting HU in water main installation projects. Multiple firms will be selected to provide engineering services. The number of firms selected will be based on the responses to the Request for Qualifications (RFQ). The individual projects will be distributed between the selected firms under task orders. The selection of a Consultant to perform an individual project will based on the capability and availability of the selected firms when a project is identified. Professional Services Statement of Qualifications (SOQ): Currently, the 5-year capital plan includes two water main projects in the next three years. Pulaski Pike Cast Iron Main Replacement: The project replaces approximately 4,300 feet of existing 8-inch cast iron main with 16-inch ductile iron main from the tank at the intersection of Pulaski Pike and Sparkman Drive and ending on the north side of Mastin Lake Road. Mains and services will be connected to the new main and the existing main removed from service. AL Hwy 20 Gunters Way Crossing Wheeler Wildlife Refuge: This project replaces 5,200 feet of an existing 12-inch PVC main with a 24-inch ductile iron water main. Horizontal directional drilling (HDD) of High Density Polyethylene Pipe (HDPE) are options for crossing wet areas in Wheeler Wildlife Refuge. The project is located on the north side of I-565 between the County Line Road and Greenbrier Road exit. This project will require environmental documents and coordination and a new easement from the U.S. Fish and Wildlife Service to cross Wheeler Wildlife refuge. Water Main Relocation Projects: During the performance period of this contract, HU anticipates water main relocation projects. No projects are identified currently. Questions after noon on November 15 will not be answered. The method of Contractor Selection has not been Determined at this time.
