The Request for Qualifications (RFQ) is the first step of a two phase bidding process. The work consists of construction of a 1.2 MGD PFAS and Greensand Water Treatment Plant at 105 Blackstone Street in a new 9,900 SF pre-fabricated metal building. The work includes but is not limited to, site work, drainage infrastructure, process piping, process equipment, HVAC, plumbing, electrical, instrumentation, and SCADA. The project shall be completed within 900 days of the Notice to Proceed. Construction is expected to begin in the Summer of 2025. Contractor Qualification DCAMM Certificate Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000. Following prequalification, the Town of Uxbridge will invite the prequalified respondents to submit General Bids and Filed Sub-Bids for the project. The successful respondent must be able to obtain bonding for the full construction cost. The minimum DBE goals for the project are 4.2% D/MBE participation and 4.5% D/WBE participation by certified DBE firms. Further public notice information regarding the specifics of this project and the prequalification evaluation criteria and selection process is included in the RFQ. The DCAMM certificate of eligibility to be submitted by the General Bidder shall be for the category of work defined as "Sewage and Water Treatment Plants". The DCAMM certificate of eligibility to be submitted by the Filed Sub-Bidder shall be for the category of work for which they are submitting a bid. The work consists of construction of the 1.2 MGD Blackstone PFAS and Greensand Water Treatment Plant (WTP) at 105 Blackstone Street. The Blackstone PFAS and Greensand WTP will be constructed within a 9,900 s.f. prefabricated metal building and will include two GreensandPlus Filters and two PFAS Media Contactors. The work will include equipping the recently replaced three wells with pitless adapters and new 6-inch ductile iron discharge piping to the new WTP. The work will also include construction of 2,500 LF of 12-inch ductile iron distribution main from the WTP to the Town's existing water system, and construction of approximately 1,500 LF of 4-inch and 1.25-inch sewer force mains from the new WTP to the Town's existing sewer system. This includes installation of the sewer force mains in insulated PVC carrier pipe on a bridge along Henry Street in Uxbridge, MA. The work at the WTP site includes, but is not limited to, excavation and backfill, site utilities, drainage infrastructure, landscaping, chemical feed systems, HVAC, plumbing, fire protection, electrical systems, and instrumentation and controls. Add Alternate 1 will include construction of a residual pump station to convey backwash residual to the existing sewer system and approximately 1,500 LF of 4-inch sewer force main from the new WTP to the Town's existing sewer system will be required. Add Alternate 2 will include construction of an alternative layout for the approximately 2,500 LF of 12-inch ductile iron potable water distribution main from the WTP to the Town's existing water system. Construction is expected to begin in Spring of 2025. Final completion shall be within 900 calendar days following the Notice to Proceed. The DCAMM certificate of eligibility to be submitted by the General Bidder shall be for the category of wok defined as "Sewage and Water Treatment Plants". The DCAMM certificate of eligibility to be submitted by the Filed Sub-Bidder shall be for the category of work for which they are submitting a bid.
