The cost of printed Bidding Documents from the Issuing Office will be $50 each and can be picked up at the address listed for the Issuing Office. Cost of Bidding Documents is non-refundable. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Bid security shall be furnished in accordance with the Instructions to Bidders. The Contractor and Sub -Contractors shall not pay less than the prevailing rates of wages as found by the Dept. of Labor or as determined by the Court of Appeal, to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). Also, the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The OWNER may waive any informalities or minor defects or reject any and all BIDS. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. Any BID received after the time and date specified shall not be considered. No Bidder may withdraw a BID within 60 days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Owner and the Bidder.
