Reference Number 0000369308 Evergreen Park & Recreation District ("EPRD") invites qualified architectural, engineering, and design firms ("Respondents") to submit their proposals for professional assistance in the programming, planning, design, engineering, and construction solicitation, contracting and administration for the Buchanan Park Recreation Center Aquatics Expansion, within established budgets. EPRD intends to use a Construction Manager/General Contractor ("CM/GC") procurement or delivery method for this Project, pursuant to the Integrated Delivery Method as authorized by the Special District Public Improvements Act, Sections 32-1-1801, et seq., C.R.S. For questions regarding this Request for Proposals, please contact Bob Schmitz, bschmitz@eprdco.gov or 720-880-1113 EPRD expects that the successful Respondent will be awarded a Service Agreement in late January 2025. The intention is for the planning & design phases of the project to be completed in 2025, with ongoing construction support services continuing after construction begins. EPRD expects the successful Respondent to assist EPRD in bidding and selection of a CM/GC for the Project. The successful Respondent will also work closely with EPRD and with the CM/GC to develop design and construction alternatives that will derive the best value for the project. The selected Respondent will be responsible for the following project activities: Assist in finalizing aquatic programming requirements with EPRD Staff Provide design and engineering services for Schematic Design, Design Development, and Construction Document phases that include detailed planning, design, and phasing Provide rendering and 3-D modeling services during planning and design Provide review and analysis of Contractor Pricing associated with Schematic Design, Design Development, and Construction Documents Provide final design and construction documents for multiple phased bid packages as needed for commencement of construction in [2026]. Participate with and support public outreach and stakeholder engagement Participate in and provide leadership to District planning and programming exercises Participate in presentations to the District Board of Directors Use responsible design practices that meet established standards and budgets Lead permitting through Jefferson County Planning & Zoning and others as needed Assist EPRD in preparation for/implementation of public bidding/alternative project delivery, including developing CM/GC contract documents Participate in evaluation and provide recommendations to Owner regarding CM/GC proposals Provide Construction Administration, specific CA scope and anticipated involvement. The construction project shall be designed to meet available funding. The current anticipated budget for the entire project, including planning & design services, construction and construction management services, and permitting costs, is $8,000,000-$10,000,000. EPRD anticipates that the successful Respondent will propose planning & design services that constitute less than 10% of the construction project's total cost, not exceeding $800,000. Proposals containing creative cost-saving methods and value-engineering concepts, for both the planning & design phase and project construction, will be viewed favorably. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
