New City Administration Building Project Funds: $3,061,309.00 Project Start Date: Funds are anticipated to be available by February of 2025 REQUEST FOR PROPOSALS: Architectural Services Introduction The City of Cammack Village invites qualified, licensed architectural firms to submit proposals to design a new city administration building, adhering to the voter-approved project description: "Construction of a new city administration building located at2710 N. McKinley Street, which will contain city offices, offices and amenities for the police department, a sally port, holding area and a police interview room, and any necessary parking, utility improvements, equipment and furnishings therefor. " The selected architectural firm will provide design plans that meet the specifications outlined above, ensuring quality and efficiency within the bond-funded budget. The City places a high priority on community involvement throughout the design and development of this project. II. Project Overview The architectural firm will design a facility that includes city offices, police department amenities, a sally port, holding area, police interview room, and associated infrastructure, as specified in the approved project description. Additional required features of the project should include a community meeting space that is multifunctional and inviting with a capacity of up to 150 seated guests. The project will not include employee housing. The project will be located on the present site of the city hall and pool located at 2710 N. McKinley Street, as well as the vacant tract of land to the north of the now existing city hall. The project should include considerations for the most cost-efficient location of the facility on the available property, maximizing cost-savings and land use. The project should include a plan for the demolition of existing facilities and the current pool located on the property. Once the firm is selected, the City requests that the architectural firm host, at a minimum, a community charrette to gather input from residents regarding the building's design, which may include decisions regarding the existing city facilities and pool located on-site. This event will provide an opportunity for community engagement and input, allowing residents to share insights that may inform the building's final design. Community input is a critical component of this project. III. Scope of Services Comprehensive architectural design services, including preliminary schematics, design development, and construction documents. Coordination with city representatives, police department personnel, and other relevants take holders. Adherence to Arkansas state codes, including Ark. Code Ann. 14-58-1001. Assurance of expedient project completion within the bond funded budget and in compliance with high standards of design and construction quality. IV. Proposal Submission Requirements Firm's Experience: Demonstrated success in managing similar municipal construction projects, particularly those involving public safety and administrative facilities. Compliance Acknowledgment: Written assurance of compliance with all relevant state and municipal regulations, including Ark. Code Ann. 14-58-1001, and all applicable building and fire codes. Project Management Approach: A detailed project timeline, milestone checkpoints, quality control measures, and risk management strategies. Community Input and Engagement: Proposals must include a plan for conducting community engagement events, including a community charrette, town hall, or public meetings, to gather resident feedback and ensure the project reflects the needs of all citizens. This engagement strategy should outline how the firm will facilitate these sessions to maximize citizen input and create a project that serves the entire community. Green Space Development: The City envisions the site as a community-friendly space that incorporates additional green space for public use, complementing the building's community room and proximity to Jefferson Elementary School. Architectural proposals should include plans for incorporating green space that will provide an area for children's play, family gathering, and community activities. Additionally, the City seeks an architectural proposal that allow for the future development of expanded green space in line with community needs. Architectural firms should address how their design will balance functional requirements with the community's desire for accessible outdoor areas that enhance both recreation and civic engagement. Service Continuity Planning: As the project site is located at the current city hall, the City requests a plan to ensure the continuity of essential city and police department services throughout construction. Proposals should outline strategies for temporary relocation, phased construction, or other solutions to maintain uninterrupted city administration and police operations. Proposals must address how the firm will coordinate with city officials and relevant departments to minimize disruption to city services and public safety during the project . Location: The project will be located on the current site of the city hall and pool at 2710 N.McKinley Street, encompassing the tract of land bounded approximately as follows: to the south by the present city hall, to the west by the tennis courts property, to the north by Brentwood, and to the east by McKinley. Proposals should include thoughtful considerations for the most cost-efficient placement of the facility on the available property, prioritizing cost savings and optimal land use. This includes exploring opportunities to minimize expenses related to site preparation, such as dirt work, and considering the reuse of existing infrastructure like the parking lot and adjacent street parking. Firms are encouraged to propose designs that maximize the value of the site while balancing functionality and community access. Selection Process Proposals will be evaluated based on qualifications, relevant experience, understanding of municipal building requirements, and cost-effectiveness.
