The City of Del Rio would like to receive statements of qualification in response to a request for qualifications (RFQ) for selection of an engineering firm to complete final design, coordinate related Plans, Specifications and Design Report approval with TCEQ, provide bid support, and provide construction administration. Once statements of qualification are received, a committee consisting of staff members in key positions will review and evaluate based on criteria included in the request for qualifications document. The City intends to recommend the awarding of a contract to the highest evaluated vendor. The City will be accepting statements of qualification up until 2:00 PM CST on December 10, 2024. Statements of Qualifications can be mailed, or hand delivered. All submittals received after this time will not be accepted and will be returned unopened. Electronic submittals are not available. This solicitation does not commit the City of Del Rio to award a contract, to pay any costs associated with the submission or preparation of any proposal submitted, or the procurement of the project for which submittals are being received for. The received statements of qualifications will be reviewed by a team consisting of City of Del Rio Employees for completion and will be rated based on metrics that will be listed later in this document. The City reserves the right to request additional information from an individual or to request all submitters to submit supplemental materials in fulfillment of the content requirements of this request for qualifications (RFQ) or to meet additional information needs of the City. The City also reserves the unilateral right to waive any technical or format requirements contained in the RFQ. Agarita is a 387 feet deep open hole Edwards well developed in the Salmon Peak formation and cased to 314 feet. The well historically produced up to about 2,000 gallons per minute with 90 feet draw-down. The well needs to be cleaned (jetted), logged, pump tested, and sampled to confirm production capacity and water quality. If these evaluations support public water system use, then final design will proceed promptly. TCEQ has accepted the following temporary emergency use improvements, subject to the granting of a cartridge filter variance (now under review) and final design approval. The City of Del Rio reserves the right to reject any and all statements of qualification, to waive any informalities or irregularities, as it shall deem to be in the The offeror shall sign and date the Submittal Affidavit (Attachment 1). The person signing the submittal must have the authority to bind the firm in a contract. Submittals which are not signed and dated in this manner will be rejected.
