The City is seeking to retain qualified engineers (licensed to do business in the State of Texas) to provide professional engineering services for Water & Wastewater projects as may be needed by the City of Del Rio. The firm who is awarded a contract must be able to comply with the required or proposed delivery schedule, have a satisfactory record of performance, and have a satisfactory record of integrity and ethics. Firms that demonstrate in their statement of qualifications and any subsequent review by the City of Del Rio an ability to provide services meeting the City's requirements will be placed on a list of pre-qualified firms. When it is necessary to engage the services of a design professional, the City will reach out to the selected firm(s). The City may, however, solicit services through a project specific request for proposals when the complexity, size or scope of a project warrants. For purposes of this RFQ, general civil engineer shall be defined as water and wastewater projects. Submitting firms can submit their statement of qualifications to be considered for both water and wastewater projects or only water or wastewater projects. This should be clarified withing their statement of qualifications. The City reserves the right to issue a contract either for both water and wastewater projects or only water or wastewater projects. Certain contracts related to the services being requested are contingent upon release of funds from the Texas Water Development Board (TWDB). Contract or contracts awarded under this Request for Qualifications (RFQ) may be expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ, or any resulting contract. RFQs are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and in the Code of Federal Regulations Title 2, Grants and Agreements, Part 200, Uniform Administrative Requirements, as applicable. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. This solicitation does not commit the City of Del Rio to award a contract, to pay any costs associated with the submission or preparation of any statement of qualification submitted, or the procurement of the items or services listed. The City of Del Rio reserves the right to consider any other factors that it deems to be relevant to its needs. The City reserves the right to request additional information from an individual or to request all submitters to submit supplemental materials in fulfillment of the content requirements of this request for qualifications (RFQ) or to meet additional information needs of the City. The City also reserves the unilateral right to waive any technical or format requirements contained in the RFQ. The method of Contractor Selection has not been Determined at this time.
