This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately. The Government intends to award a Firm-Fixed Price contract. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 dated January 17, 2025. The solicitation number is FY255281015 this solicitation is issued as a request for quote (RFQ). The requirement is for Replacement of 6P3 Drainage Sump Pump & Worn-out Parts for the International Boundary and Water Commission, Amistad Power Plant located at 670 Texas Spur 349, Del Rio, Texas 78840. Note that Del Rio and Uvalde counties are remote and adjacent to the US-Mexico border. All work will be performed on the US side of the border. This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a corresponding small business standard of $12.5 million. The Product Service Code (PSC) for this requirement is J043 Maintenance, Repair, and Rebuilding of Equipment- Pumps and Compressors. Evaluation of Offer - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror that is determined to be the best value for the IBWC. END of combined synopsis/solicitation Attachments: CLIN Structure - 6P3 Drainage Sump Pump, & Worn-out Parts Performance Work Statement Wage Determination 2015-5303 Revision # 27 1.1 Project Overview The United States Section of the International Boundary and Water Commission (USIBWC) Urgently Requires replacement of the 6P3 Drainage Sump Pump and wore out parts at Amistad Power Plant located at 670 Texas Spur 349, Del Rio, Texas 78840. 1.2 General This is a non-personnel services Contract for the replacement of the 6P3 Drainage Sump Pump and wore out parts. The Government shall not exercise any supervision or control over the Contract service providers performing the services herein. Such Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.3 Description of Services The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for the replacement of the 6P3 Drainage Sump Pump and wore out parts at Amistad Power Plant as defined in this Performance Work Statement except for those items specified as government furnished property, equipment and services. The contractor shall perform to the standards in this contract. 1.4 Objective A. To replace inoperable 6P3 Drainage Sump Pump and wore out parts to meet the power plants operations, maintenance, and environmental control requirements. Contractor shall provide a prize breakdown for the items listed and not listed below but submitted as beaning use under this contract. And a prize breakdown for the removal and installation services. 1. The Contractor shall replace and install 6P3 Drainage Sump Pump and wore out parts equal or equivalent to existing once. a. New Drainage Sump Pump 10EMM-2 Stage Flowserve Pump Assembly b. New Stainless Steel Line Shaft and Bronze Flush Bearings. c. New Stuffing Box Bushing d. But not limited to other wore out parts not listed but needed to be replace. 1.5 Project Location A. USIBWC Amistad Power Plant is located at 670 Texas Spur 349, Del Rio, Texas 78840. B. The work is located completely within the United States but is adjacent to the international border with Mexico. 1.6 Period of Performance A. The period of performance shall be for a maximum of (120) days after the contract has been awarded to the Contractor.
