Replacement of commercial grade heat pump-based heating system for approximately 35,000 square foot facility. This will include: o Integration with heat pump units o Remove and dispose of existing V9 series steam boiler in basement. o Installation of a new heating system for facility. o Testing of new system once installed. o Price includes, but is not limited to installation, commissioning control work and monitoring system. Work to be completed- Alternate Bid: This alternate bid would consist only of replacement of parts and work to be done on current V9 series steam boiler system. This will include: o Remove and dispose of existing V9 series steam boiler in basement o Remove the existing burner for reuse on new boiler. o Remove existing condensate lines, supply and return headers valved off for installation. o Install new Burnham V9 series steam sectional boiler, or equivalent, in same location. o Install TSP between sections to reduce surging in boiler. o Install new jacket and new boiler accessories. o Install new skim valve on boiler. o Install new Low water cut off for boiler with blow off. o Install existing oil burner and fuel lines with new burner gasket. o Install all line and low voltage wiring for boiler installation. o Install new breaching into existing chimney. o Fill and test boiler system in series with other boiler and condensate pumps system. o Price to include control work, welded steam piping and monitoring once put into operation for 2 weeks. The Biddeford Recreation Department is requesting bids for the replacement of the heating system at the J Richard Martin Community Center. The City desires to enter into a design/construction contract with the successful vendor with all work to be completed by January 31, 2025. If the City and the selected vendor are unable to negotiate and sign a contract, then the City reserves the right to seek an alternative vendor(s). This RFB does not obligate the City to award a contract or complete the proposed project and reserves the right to cancel this RFB if it is considered to be in its best interest. The City also reserves the right to waive minor informalities and, not withstanding anything to the contrary, reserves the right to: 1. Reject any and all proposals received in response to this RFB Reject a proposal if it is determined that a vendor's ability to work with the existing infrastructure will be too limited or difficult to manage 2. Select a proposal for contract negotiation other than the one with the lowest cost 3. Negotiate any aspect of the proposal with any vendor 4. Terminate negotiations and select the next most responsive vendor for contract negotiations 5. Terminate negotiations and prepare and release a new RFB 6. Terminate negotiations and take such action as deemed appropriate.
