Bid documents shall be in clearly marked sealed envelopes titled Elm Street and Hooper Street Sewer Separation Project . Work associated with the project will generally include installation of storm drain, catch basins and water main on Elm Street, from approximately Cutts Street to Diamond Street, and within Hooper Street. Gravity sewer infrastructure is also proposed. In a joint effort with Maine Water Company (MWC), the project will generally consist of two scopes of work: - Scope 1 Storm Sewer Separation: separate existing drainage within a combined sewer system via the installation of new storm drain, drain manholes, and catch basins - Scope 2 Water Main Replacement: installation of water main, removal of existing water main, and reconnection of associated water services (Refer to Appendix A for water specific specifications) All work associated with the project shall commence no earlier than March 17th, 2025 , unless allowed earlier by the City. Substantial completion shall be completed by October 31 st , 2025 and Final Completion and shall be completed by November 14th, 2025 . All excavation work south of Main Street shall be completed by July 1, 2025 (Per Maine DOT's 2025 Mill and Fill project schedule). Construction of this project has been considered to be completed in two primary phases: The initial phase will install the 16" water main along Elm Street from Main Street to Diamond Street under a contract with MWC (Scope 2). The follow up phase (Scope 1) will install the 42" drain along Elm Street in the same corridor under a contract with the City of Biddeford. Once the proposed 16" water main is in service, the existing water main can be taken out of service, abandoned, and/or removed to facilitate construction of the 42" drain. As the project plans detail, a number of existing utilities are in conflict with the proposed water and drain, and these utilities will have to be removed, reconstructed, or otherwise rerouted in order to facilitate installation of the water and drain. The sequence and timing of rerouting the existing utilities should consider both water and drain phases. A Schematic Traffic Control Plan is included within the construction documents, which show expected traffic routing for the different phases of construction along the corridor, and should be used as a basis for the awarded contractor's required final traffic control plan. A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of the Bidder's Total Bid Price (sum of City scope and MWC scope) in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions to be included with the Bid. No bids may be withdrawn within sixty (60) calendar days of the bid opening unless released by the Owner. The successful bidder shall be required to furnish two separate performance bonds and payment bonds for the total of each part of the scope-of-work: - Part 1: City of Biddeford Storm Sewer Improvements - Part 2: MWC Water Main Replacement The City of Biddeford & MWC reserve the right to reject any or all Bids, to waive any technical or legal deficiencies, to accept any Bid that it may deem to be in the best interests of the City of Biddeford & MWC, to negotiate the contract Price with any Bidder, and to omit any item or items deemed advisable for the interest of the City of Biddeford & MWC.
