The Palmdale Water District is accepting proposals from qualified general contractors to provide Construction Manager at Risk (CMAR) services consisting of pre-construction services, developing a Guaranteed Maximum Price (GMP), and performing all construction services at risk for the Construction Manager At-Risk (CMAR) Services for the Palmdale Ditch Conversion Project (the "Project"). The Palmdale Ditch (Ditch) was constructed in the 1880s and has been owned and operated by Palmdale Water District (PWD or District) since its completion. The Ditch, located in the city of Palmdale and unincorporated Los Angeles County, is a predominantly unlined, open-earthen channel that is used to convey raw water from Littlerock Reservoir to Lake Palmdale for treatment and beneficial use as potable water. PWD operates the approximately 8.5-mile-long Ditch intermittently in accordance with seasonal water availability and PWD water allocations. In 1995, approximately 1,900 feet of the Ditch, starting from the debris basin downstream of Littlerock Dam, was converted to a 54-inch diameter pipeline. In 2010, approximately 3,800 feet of the Ditch from Lake Palmdale to Sierra Highway was replaced with a 48-inch diameter reinforced concrete pipeline. In total, approximately 30 percent of the Ditch is either lined with concrete or utilizes culverts and tunnels to cross through steep terrain and beneath roadways, while almost 70 percent of its total length remains an unlined, open earthen ditch. There is also one remaining aerial flume supported by a steel trestle located midway between Sierra Highway and Pearblossom Highway and one piped crossing of the California Aqueduct. In 2021, PWD completed a feasibility study evaluating the potential water savings that could be achieved by replacing the remaining open channel segments with a buried pipeline and increasing the design flow from 20 cubic feet per second (cfs) to 60 cfs. The study concluded that water savings of approximately 1,450 acre-feet per year could be achieved. The purpose of the Palmdale Ditch Conversion Project (Project) is to convert the predominantly open-earthen Ditch to a buried 48-inch reinforced concrete or high-density polyethylene pipeline and increase the hydraulic capacity of the Ditch from 20 cfs to approximately 60 cfs. PWD has retained Hazen and Sawyer to develop the design for the Project. The design is currently being updated to a 90% design level. Contractors submitting a proposal shall possess, at the time the contract is awarded, the following classes of contractor's license issued pursuant to Division 3, Chapter 9, of the Business and Professions Code of the State of California: "Class A" or "Class C-34". The Contractor shall certify that the license(s) specified are the classification(s) required to perform the Work contemplated under the Contract Documents. Contractor shall provide Owner with their Contractor's license number and expiration date as provided in the Proposal and shall present satisfactory evidence that they are licensed in good standing. To date, PWD has received grant funding from both the California Department of Water Resources (DWR) and the United States Bureau of Reclamation (USBR) to support the proposed project. The DWR grant funding for the project expires on March 31, 2026, and the USBR funds expire December 31, 2026. As a mandatory minimum requirement, in conformance with the Notice Inviting Proposals, a proposer to whom the contract is awarded, within 15 days of the award of GMP 1, Proposers above, shall obtain a performance and payment bond, in accordance with the provisions of Civil Code Sections 8152 and 8154, and Sections 3247-3252, in the amount of value for GMP 1 and any future awarded GMPs. Any Proposer who fails to meet this mandatory minimum requirement will be considered non-responsive and will not be considered further by the District in this Procurement process. The surety shall be a company authorized to conduct business in the State of California with a minimum rating of A IX. Letters indicating "unlimited" bonding capability are not acceptable. The form of Payment Bond and Faithful Performance Bond are set forth in these Contract Documents, available in the Attachments section, and are mandatory forms. The surety or sureties on all bonds furnished must be satisfactory to the Owner. Any power of attorney provided, evidencing the authority of the person executing the bonds to bind the surety, shall be an unrevoked power. If during the continuance of the contract any of the sureties in the sole discretion of the Owner are or become insufficient, the Owner may require additional sufficient sureties which the Contractor shall furnish to the satisfaction of the Owner within fifteen (15) days after written notice, and in default thereof the contract may be suspended and the work completed as provided in the General Conditions. The party required to furnish bonds pursuant to these instructions shall furnish such bonds at their own cost and expense.
