Question Deadline 02/13/2025 at 2:00 PM PT Online Q&A All questions, inquiries and comments regarding this solicitation must be submitted to City via online system Project 1: Painting of Recreation Building at Desert Sands Park Location: Desert Sands Park, 39117 3rd St. E., Palmdale, CA 93550 Project Completion Date: May 27, 2025 This project is to complete a full exterior paint job, with color changes, including the metal roof, of our park recreation center, which is constructed of a mix of block, stucco, and metal. This also includes patio gates and other patio structure pieces associated with the building. Cinderblocks will not be painted in this project. All paint (Dunn-Edwards preferred) and materials are to be included in bid. Scope of Work 1. Metal Surfaces (Roof, Window Frames, Door Jambs, Patio Gate, etc.): o Surface Preparation: Prepare all metal surfaces, including the blue metal roof, adjoining metal components, window frames, door jambs, patio gate, and patio embrasure metal, by pressure washing, wire brushing, and scraping to remove all loose and peeling paint. o Painting: Primer: Apply one coat of Dunn-Edwards Ultra-Grip Premium Primer/Sealer or equivalent. See Appendix A for Product Material Description. Finish Coats: Apply two coats of Dunn-Edwards ARISTOSHIELD(R) UltraPremium Enamel or equivalent. See Appendix A for Product Material Description. Finish Type: Semi-gloss. See Appendix A for Product Material Description. 2. Stucco and Masonry Surfaces (Columns): o Surface Preparation: Pressure wash all stucco columns to remove dirt, grime, and loose materials. o Painting: Primer: Apply one coat of Dunn-Edwards Eff-Stop(R) Premium Concrete Primer or equivalent. See Appendix A for Product Material Description. Finish Coats: Apply two coats of Dunn-Edwards Evershield(R) Ultra-Premium Exterior Paint or equivalent. See Appendix A for Product Material Description. Finish Type: Satin or low-sheen, as specified by the owner. See Appendix A for Product Material Description. Project 2: Painting of DryTown Slide Handrails Location: DryTown Water Park, 3850-B East Ave S, Palmdale, CA 93550 Project Completion Date: April 30, 2025 This project isto clean, prime, and paint the handrails, with color changes, on our large waterslide structure. These are constructed of wood and have been previously painted. All paint and materials are to be included in bid. PAGE 5 of 21 Invitation for Bid No. 25-001-3400 Scope of Work 1. Wood Surfaces (Handrails on Slide Tower): o Surface Preparation: Prepare all wood surfaces to be painted by power washing and scraping to remove loose and peeling paint. Ensure surfaces are clean and dry before applying paint. o Painting: Description. o Slide Tower Platforms should be utilized for this project, eliminating the need for scaffolding. This will streamline the efforts and enhance safety and efficiency. Project 3: Painting of Palmdale Playhouse Exterior Location: Palmdale Playhouse, 38334 10th St. E., Palmdale, CA 93550 Project Completion Date: June 8, 2025 This project is to fully pressure wash, prep and paint, with color changes, the exterior stucco of our Playhouse Theater and associated cinderblock pillars, exterior gates(includes wood and metal rolling gates), wood beam ends with metal caps on west side (above mural), full wood beams on north and south sides, window trim, and doors. This scope also includes painting the metal roof and sunshades in the courtyard area as well as the metal siding along the west side. All paint and materials are to be included in bid. Scope of Work 1. Metal Surfaces(Metal Siding and Roofing, Sunshades, Window Frames, Door Jambs, Rolling and Personnel Gates, etc.): o Surface Preparation: Prepare all metal surfaces, including the window frames, doors, door jambs, north personnel gate, and sunshades, by pressure washing, wire brushing, and scraping to remove all loose and peeling paint. o Painting: Finish Type: Semi-gloss. Stucco, Block, and Masonry Surfaces (Walls): o Surface Preparation: Pressure wash all stucco walls and columns to remove dirt, grime, and loose materials. Fill all cracks with the appropriate sealant. o Painting: Finish Type: Satin or low-sheen. See Appendix A for the Product Material Description. 3. Wood Surfaces other than Beams or Beam Ends: o Surface Preparation: Clean, power wash, and scrape to remove loose and peeling paint from all wood surfaces. o Painting: Finish Coats: Apply two coats of Dunn-Edwards Evershield(R) Ultra-Premium Exterior Paint or equivalent. See Appendix A for the Product Material Description. Finish Type: Satin or semi-gloss. See Appendix A for the Product Material Description. 4. Wood Beams (natural look) on North and South sides: o Surface Preparation: Clean all wooden beams thoroughly by washing and lightly sanding to remove dirt, grime, and any loose or peeling previous finishes. Ensure surfaces are clean, smooth, and dry before applying the finish. o Painting:Product: Apply two coats of Old Masters Ascend Exterior Water-Based Clear Finish or equivalent or equivalent to enhance and preserve the natural look. See Appendix A for the Product Material Description. Application: Follow the manufacturer's instructions for a smooth, natural finish that highlights the wood grain. Finish Type: Clear satin. See Appendix A for the Product Material Description. 5. Wood Beam Ends on West side: Option 1: (Repaint wood and metal cap) o Surface Preparation: Clean, power wash, and scrape to remove loose and peeling paint from all wood surfaces. o Painting: Primer: Apply one coat of Dunn-Edwards EZ- Prime Select Wood Primer or equivalent. See Appendix A for the Product Material Description. PAGE 7 of 21 Invitation for Bid No. 25-001-3400 Finish Coats: Apply two coats of Dunn-Edwards Evershield(R) Ultra-Premium Exterior Paint or equivalent. Option 2: Remove all current finish and refinish to the same appearance asthe wood beams on the north and south sides of the building. o Surface Preparation: Remove metal caps, clean and sand all visible parts of the beam ends to be natural wood. o Painting: Product: Apply two coats Old Masters Ascend Exterior Water-Based Clear Finish or equivalent or equivalentto enhance and preserve the natural look. See Appendix A for the Product Material Description. Application: Follow manufacturer'sinstructions for a smooth, natural finish that highlights the wood grain. Finish Type: Clear satin. See Appendix A for the Product Material Description. Project 4: Painting of S.A.V.E.S Building Exterior Location: S.A.V.E.S Building, 1002 East Ave Q-12, Palmdale, CA 93550 Project Completion Date: June 30, 2025 This project includes a complete exterior paint job, with a color change, for the S.A.V.E.S building, encompassing a variety of materials, including block, stucco, wood, and metal. All surfaces, including the roof, gutters, downspouts, columns, and handrails, will be prepped and painted. All paint and materials are to be included in bid. Scope of Work 1. Metal Surfaces (Roof, Gutters, Downspouts, Columns, Handrails): o Surface Preparation: Prepare all metal surfaces by pressure washing, wire brushing, and scraping to remove loose and peeling paint. o Painting: Primer: Apply one coat of Dunn-Edwards Ultra-Grip Premium Primer/Sealer or equivalent. See Appendix A for the Product Material Description. Finish Coats: Apply two coats of Dunn-Edwards ARISTOSHIELD(R) UltraPremium Enamel or equivalent. Material and/or equipment of other reputable manufacturers of equal quality, type, and style may be acceptable whether-or-not specifically mentioned, unless the term "No Substitutions" is included in the description. Reference to or specification of any article, device, product, material fixture, form or type of construction, etc., by name, make or catalog number, with or without the words "or equal," shall be for the purpose of establishing a standard of quality and shall not be construed as limiting competition. Should the Respondent wish to use a product otherthan the make or kind specified, but which is equal to that specified, the Respondent shall submit to the City no less than two (2) copies of a request for approval or substitution. No offshore products will be accepted. 3.3 Request for Approved Equals Wherever in this IFB a particular brand or make of material or equipment is shown or specified, such material or equipment is to be regarded merely as a standard for the purpose of concisely indicating the requirements as to type, quality, performance, design, and finish. Any material or equipment other than that specified will be acceptable if, in the opinion of the Project Manager, it is as satisfactory for the particular work for which was intended as the material or equipment specified. Complete documentation in support of an "or equal" offer will be required to be submitted as instructed below. The documentation to be provided is as follows: Approved Equal Evaluation Criteria 1. The bid response must include descriptive literature or detailed manufacturer specifications for the offered equipment or materials. Bidders are instructed to clearly mark the literature that demonstrates compliance with the CITY specifications and requirements. Indicate whether optional features are included to meet the specifications. 2. Contact names, email addresses and telephone numbers of other municipalities and other users that utilize the proposed product from the vendor. CITY reserves the right to reject any such other material or equipment offered which is not approved by the Project Manager, as being, in all respects, equal to the named material or equipment for which it is to be used. Unless there is a specific statement to the contrary, the bidder understandsthat requestsforsuch approval of any alternative material or equipment as required in the Approved Equal Evaluation Criteria, described above, shall be submitted on or before the deadline for submitted written questions/clarifications. CITY shall be the sole judge of the acceptability of items offered as equal to that specified and may reject any item not considered as equal. The bidder may be required to provide a non-returnable sample if requested by CITY. Painting services for 4 locations. To be priced individually.
