The Project generally consists of constructing full (public and private sides) replacement of approximately 220 lead service lines on Missouri Avenue, Manitoba Avenue, Minnesota Avenue, Monroe Avenue, Milwaukee Avenue, Madison Avenue, Michigan Avenue, Marquette Avenue and other streets located east of the Chicago & Northwestern Railroad. A Pre-Bid Conference will not be held This solicitation will also be used to by the City of South Milwaukee to establish a Prequalified List of Contractors for Private Lead Service Line Replacements. PRE-BID QUALIFICATION: All bidders. must complete the City of South Milwaukee's Prequalification for Lead Service Line Replacements and submit as instructed in the PREQUALIFICATION OF BIDDERS/CONTRACTORS by 5:00 pm, Local Time, December 30, 2024, to be considered for award of the contract for this Project or to be considered for placement on the Prequalified List of Contractors for Private Lead Service Replacements. WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the Davis Bacon Wage Act, a copy of which has been included in the Wage Rate Section of this document. Disadvantaged Business Enterprise. (DBE) contractors, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBES. Prior to the award the City will be reviewing the Contractor's submittals in order to meet the qualifications under minority- owned or woman-owned business. In addition, the City encourages MBE's and WBE's to submit Bid Proposals. BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders. CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price. BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids Question Deadline 12/31/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing, which best serves the interests of the Owner. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
