Code Enforcement and Building Inspection Services Questions regarding this RFP must be submitted in writing to Patrick Kay at pkay@townofpacolet.com no later than December 30, 2024, at 9:00 AM. Responses to all questions will be issued and posted on the Town's website by January 1, 2025, at 2:00 PM. The selected contractor will provide the following services: 1. Administer building permit applications, plan reviews, and inspections in compliance with all relevant codes and regulations. 2. Enforce building codes and ordinances (excluding zoning regulations). 3. Provide regular monthly updates to the Town Council, either in person or in writing, unless otherwise requested by the Council. 4. Attend Municipal Court sessions for code enforcement cases, typically lasting about one hour per month. 5. Present evidence in court, including photographs, records of communications, and documentation of interactions with violators, to support enforcement actions. 6. Attend Construction Board of Adjustments and Appeals meetings if required, though no appeals have been brought in the last two years. 7. Use suitable technology and software to manage the process effectively. The Town of Pacolet reserves the right to reject any or all proposals. The contractor will comply with all applicable laws, codes, and ordinances. The contract duration will be for at least one (1) year but not more than two (2) years, with the possibility of renewal based on performance. The Town of Pacolet is seeking proposals from qualified firms or individuals to provide comprehensive Code Enforcement and Building Inspections services. The selected contractor will handle all aspects of these duties, including permitting, plan reviews, inspections, and code enforcement. The contractor will not be responsible for zoning regulations, as this is managed by the Town Administrator, who also serves as the Zoning Administrator. The contractor will work under the day-to-day supervision of the Town Administrator and will be required to provide monthly updates to the Town Council, either in writing or in person, and attend additional Council meetings as requested. The contractor should also be prepared to attend Municipal Court sessions for code enforcement cases and any meetings of the Construction Board of Adjustments and Appeals (CBAA) if required, though no appeals have been brought before the CBAA in the last two years. If the presentation includes visual aids (e.g., PowerPoint), a copy must be included with the proposal submission due on January 6, 2025.
