Design contract for the improvement of South Elm Avenue from Glendale Road to East Old Watson Road, implementing a road diet to construct a 10-foot wide multi use path. The City of Webster Groves desires to improve Elm Avenue from Watson Road to Glendale Road. Elm Avenue is a minor arterial that carries more than 19,000 vehicles per day. The existing typical section comprises of two 12’ thru lanes, 8.5’ parking lanes on each side, and 2’ curb and gutter on both sides of Elm. The only existing pedestrian facility is 2 blocks of a 4’ wide sidewalk on the east side of elm from St. George Place to Glendale Road. Demand is high for safe multi-modal travel due to the corridor's proximity to schools, parks, and other amenities. Due to the lack of existing pedestrian facilities, the City has witnessed pedestrians using the parking lanes to walk.The City plans to sacrifice some excess pavement width and utilize the existing right of way to construct a 10' multi-use trail on the west side of Elm Avenue. This will require temporary easements for grading & driveway replacement. To avoid extreme property impacts, the south 100' and the north 300' will transition to a 6' sidewalk. The new pedestrian facilities will connect to the existing sidewalk along Glendale Road on the north end of the project. MoDOT is planning a pedestrian improvements project along Route 366 (Watson Road). The Elm Avenue Improvements Project will connect to the new ADA ramp on the NW quadrant of the Watson Road intersection. The project is included in the City's 2025-2029 Capital Improvement Program (CIP). As of April 9, 2025, per owner, design team is identified.
