Shady Grove Creek currently passes under Elm Avenue through a 16.7' W x 10.3' H corrugated metal arch just south of the Elm Avenue/Kirkham Ave intersection. Elm Avenue is a heavily traveled minor arterial that connects Hwy 44 to Brentwood Blvd and Hwy 40. The existing structure was identified as structurally deficient (54.2% sufficiency rating) in MoDOT's 2020 Bridge Inventory Structure Inspection Report. The pipe is distorted with holes, rust, leaching, and advanced corrosion in the top of culvert. During hydraulic analysis, it was found that the existing structure would need to be up-sized to convey the 100 year rain event per MSD standards. The proposed culvert is a 3 Cell 12'W x 8' H reinforced concrete box culvert approximately 140' in length. Proposed 2025 construction would also include new guardrail, new 6' ADA compliant concrete sidewalk, ADA curb ramps, and reconstruction of concrete pavement over the culvert. The project is included in the City's 2025-2029 Capital Improvement Program (CIP). As of April 9, 2025, per owner, design team identified.
