Renovation of a residential development in Gouverneur, New York. Completed plans call for the renovation of a residential development.

Description: Bids for the furnishing of all labor, supervision, insurance, and material(s) necessary for the 125 Prospect Street, Gouverneur NY, Contract No. 1 - General Rehabilitation project will be received by the Development Authority of the North Country. Sealed bids shall be mailed to Development Authority of the North Country Attn. Matt Siver, 317 Washington Street, 4th Floor, Watertown New York 13601. Bids can also be submitted in electronic form. The size of the electronic submittal shall not exceed 3 MB. If the files exceeds 3 MB other delivery arrangements should be made. Furnish and Install various rehabilitation materials and labor to include; Furnish and Install electrical - new meter and disconnect, Furnish and Install twelve (12) new vinyl replacement windows, Furnish and Install three (3) new doors, Furnish and Install of new power vent and heat duct runs throughout the house, Furnish and Install new basement and attic insulation, Furnish and Install new vinyl siding. Additionally, the Base Bid will also require new smoke & carbon monoxide detectors along with lead hazard, asbestos, and radon rehabilitation work items. Special Requirements: The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. The attention of Bidders is particularly called to the requirements as to lead certifications. Time for Performance. The Contractor shall commence performance of the improvements as described in the Work Write-Up/Scope of Work within thirty (30) calendar days of receipt of a fully executed Notice to Proceed Order, and all work to be performed by the Contractor shall be completed within [set project timeline] calendar days thereafter. The right is reserved to waive any informalities in the Bid and to reject any or all Bids. The Contractor shall perform all services and furnish all materials necessary to make the improvements described in the "Work Write-Up/Scope of Work" required by the Program and attached hereto as Attachment A. No charge for any extra work or material will be allowed unless the same has been ordered and approved by the Participant and the LPA on a formal Change Order. Any additional work for which the Participant(s) wishes to retain the Contractor that goes beyond the improvements described in the Work Write-Up/Scope of Work must be subject to a separate agreement between the Participant and the Contractor. General Items/ Spec: A.) Painting shall Include at a minimum, 1 coat of primer and 2 coats of paint. Paint and primer shall be manufactured by Valspar or approved equal. If work is performed in a bathroom or kitchen, the paint shall be approved for the particular location. Interior paint shall indicate "interior latex" and Exterior paint shall Indicate "exterior latex". Colors and finish (gloss shall be chosen from "standard colors" by owner. B.) Plumbing materials- Sanitary sewer drains shall be of Schedule 40 PVC or match existing. Traps and appurtenances may be of thin-walled PVC or equal. Waterlines and fittings shall be of type "K" copper, PVC and /or Pex C.) Any items removed as part of the project shall become property of the Contractor and shall be hauled off-site unless tagged by owner for re-use 1) Smoke & Carbon Monoxide Detectors a. Furnish & Install new smoke detectors per local code(s). Furnish and install a carbon monoxide detector per local code(s). 2) Lead Rehabilitation a. Re-habilitate lead risks as applicable and call for lead clearance. Lead clearance shall be obtained prior to demobilization. See attached Lead Risk Assessment for hazards to be rectified. Where the recommendation is "Paint film stabilization" the Contractor shall wet scrape/sand, and re-paint to match existing unless material(s) were/are previously disposed by the Contractor as a function of the above work scope. All "soil hazards" shall be rectified by removing the soils 3 inches below subgrade and disposing. After disposal of soils, place geotextile over removed area and install 3 inches of new topsoil then seed. All lead contaminated materials that are/were removed shall be disposed of as highlighted within the Contract Documents 3) Asbestos Rehabilitation 4) Radon Rehabilitation 5) Electrical a. Install New Meter/Disconnect Box on exterior of home, run new cable to New electrical panel located in room off the Bathroom on left side of home. Install Arc fault and Gfi Breakers in panel according to locations of outlet location destination. Install junction boxes at old panel location for wire to connect new panel location. 6) Windows a. Furnish & install Twelve (12) new vinyl replacement windows. Windows shall be double hung, low E, and argon filled where applicable. Replacement basement windows shall be tilting vinyl double pane, low E, and argon filled. Caulk and insulate around window as applicable. Existing windows shall be removed and hauled off-site by the contractor. Locations 1 F 6 R 0 back 5 left 7.) Doors a. Install 3 doors (1 Exterior back w/ glass panels), 2 Interior doors (Bathroom and middle back-room door. 8.) Heating Duct Runs a. Install a power vent to heat runs to back of home, replace existing duct runs to insulated metal duct work to back of home thru crawl space. 9.) Insulation a. Furnish & install basement insulation. The contractor shall install 3 inches of closed cell spray foam along the rim joist throughout the entirety of the basement and extend 6 inches along the basement wall from the rim joist to obtain, at a minimum, an R-19 b. Furnish & install attic insulation. The contractor shall install blown in cellulose insulation above the ceiling throughout the entirety of the attic to obtain an R-38 insulation value. 10.) Vinyl Siding a. Furnish & install new vinyl siding and appurtenances to encompass the existing exterior house surface excluding only; functional windows, doors, masonry foundation, stairs, railings and roofs. 1/2 Inch Energy Shield Insulation shall be applied under siding. Appurtenances shall include but may not be limited to Jchannel, inside/outside corners, under sill, starter strip, fasteners/hardware,leveling board, 100% silicone, and all other components that may be necessary to provide a complete and functional exterior covering. Soffit and fascia shall be repaired/ replaced as needed, painted, caulked and sealed. Window and door trim shall be wrapped with field formed aluminum trim coil. Trim shall be built out as necessary so all trim is in the same plane with respect to the vinyl siding and appurtenances. (Color to be determined by homeowner).
