Renovation of a residential development in Gouverneur, New York. Completed plans call for the renovation of a residential development.
274 West Main Street - Base Bid - Furnish and Install various rehabilitation materials and labor to include; Furnish and Install new metal roof on entire structure with snow brakes, eleven (11) new vinyl replacement windows, and furnish and install new natural gas boiler. Additionally, the Base Bid will also require new smoke & carbon monoxide detectors along with lead hazard, asbestos, and radon rehabilitation work items. The attention of Bidders is particularly called to the requirements as to lead certifications. The right is reserved to waive any informalities in the Bid and to reject any or all Bids. MWBEs and Section 3 contractors are encouraged to apply. The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. Bid Solicitations and Contract Documents are provided by the Development Authority of the North Country as part of the Authority's due diligence in its role as the CDBG Housing Program Sub-Recipient for the Town of Gouverneur. The Town of Gouverneur is the recipient of the New York State CDBG Grant funding. The Development Authority, working with Town of Gouverneur staff, will review all bids submitted for completeness. The Development Authority will make recommendation to the homeowner on the lowest responsible bidder. The Rehabilitation Contract will be between the Homeowner and the Contractor. The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The range is between $25,000 and $40,000.
