Feb 2025 Project Duration 3-year continuing contract The Central Florida Tourism Oversight District (herein after "District", "Owner" and "CFTOD") is a Special Taxing District that serves as a local government entity. The District is responsible for its public infrastructure including, but not limited to roads, bridges, and water control system. As part of maintaining the infrastructure, the District is seeking the assistance of experienced contractors to provide natural gas-specific underground utilities services for a 3-year continuing contract term. The information herein is not exhaustive, as successful candidates awarded work within the CFTOD natural gas utility shall be required to understand and comply with the latest versions of United States Department of Transportation, Pipeline Hazardous Materials Safety Administration - Code of Federal Regulations 192 (US DOT PHMSA 192), Natural Gas Safety Rules of the Florida Public Service Commission - State Statute Chapter 25-12 (FL 25-12) and RCES Specifications, Standards, Materials, Methods and required Submittals defined for each project. Submittals: Submittals required for specific projects and programs constituted of multiple projects of the same class, shall be defined and provided ahead of project execution and filed as permanent record with the utility. Submittals shall include current US DOT Operator Qualifications (OQ), current Welder Certifications (API 1104), traceability documentation for contractor furnished materials such as domestic pipe and valves in the form of Material Test Reports (MTRs), US DOT Drug Testing Results, test results for pre-fabricated pre-tested segments and assemblies - pressure, X-ray, Magnetic Particle or other non-destructive testing performed (NDT). Planned Work Projects: Planned Work Projects likely to be completed may include but are not limited to: valve removals and replacements with spool pieces, offsets, segment removal and replacement, segment retirements (grouting, water filling or removal), line relocations, aerial crossing removal and replacement (burial via directional drilling, or elevating of existing). Successful candidates should be ready to provide and coordinate qualified support resources such as NDT and supplemental line-stop / stopple by-pass crews and equipment. Emergency Work Projects: Emergency projects may include, but are not limited to: Line strikes, critical conflict relocations and offsets, Hurricane post-assessment repairs in any of the aforementioned project types. Underway Documentation: Documentation required to be provided by the contractor while projects are underway may include, but is not limited to: draft as-builts, in-field NDT test results, calibration certificates, coating material lot numbers and expiration dates, manufacturer specific coating product training, material verification and current crew rosters. Final Documentation: Final as-builts, weld maps or other documentation deemed necessary for completion of work or specific project constraints unique to a given project (i.e. approved in-field changes, substitutions of materials, etc.). RCES Resources: RCES will conduct isolation and blow-down / burn-off and planning and execution thereof for natural gas outages, Project Management, Field Inspection and coordination with all customers within the CFTOD and Walt Disney World Resort. In addition, this contract shall serve to provide the District with emergency response for minor repairs. The specific scope of work shall be set forth in individual Task Authorizations issued by the Owner in the future as needed. The contractors shall submit to the Owner's Representative a proposal in response to any such request using the rates as determined in this solicitation.
