Pasadena Water and Power ("PWP"), a department of the City of Pasadena ("City"), is soliciting professional services from qualified vendors to provide the air emissions testing for the Glenarm Power Plant as outlined in this RFP. The City of Pasadena is an ethnically diverse community that is home to approximately 142,017 people. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena. The City's Power Plant facility operates under Title V and RECLAIM air permit (Attachment 1) issued by the South Coast Air Quality Management District (SCAQMD). PWP's Glenarm Power Plant consists of five (5) natural gas-fired combustion turbine units (GTs). GT-1, GT-2, GT-3, and GT-4 are simple cycle units and GT-5 is a combined cycle unit. GT-1 and GT-2 are 1970's-era Curtiss-Wright simple cycle gas turbines each rated at 26 MW. GT-3 and GT-4 are GE LM6000 simple cycle gas turbines with a capacity of 47 MW each. GT-5 is a combined cycle unit with a GE LM6000 gas turbine and Shin Nippon Steam Turbine with a total combined capacity of 71 MW. These units are mainly used to provide power generation during peak periods. Site plan is included in Attachment 2. Each unit is equipped with a Selective Catalytic Reduction (SCR) systems and SCAQMD Rule 2012 certified Continuous Emission Monitoring System (CEMS) for oxides of nitrogen (NOx) and oxygen (O2) and fuel gas flow. GT- 3, GT-4 and GT-5 are also equipped with carbon monoxide catalysts and a 40CFR Part 60 and SCAQMD Rule 218 certified CO CEMS. All units use a calculated value for stack gas volumetric flow rate using certified fuel flow, oxygen concentration, fuel F-factor and natural gas higher heating value. Both sulfur dioxide and Greenhouse Gas emissions are monitored and reported using permitted emission factors and CFR Part 98 Subpart C and D, respectively. Two Remote Terminal Units (RTUs) report daily NOx emissions to SCAQMD. Attachment 3 shows general information about the generating units. This information is to be used only as a guideline, actual flue gas conditions are subject to change. PWP is seeking the services of a qualified firm to provide air emissions testing services on an as-needed basis. The Contractor will provide a Qualified Individual, as defined by the applicable United States Environmental Protection Agency (USEPA) and SCAQMD air testing requirements, other qualified personnel, testing equipment, materials, and reports. The Contractor will also provide clarifications and information about the tests and test reports as required by PWP and regulatory agencies. All testing shall be performed using sound engineering and scientific practices in conformance with USEPA, SCAQMD and CARB approved methods and with a high level of care consistent with the standards of practice for environmental professions in the State of California. Test Protocols :The Contractor shall follow the SCAQMD approved test protocol, conditions and USEPA regulatory requirements for each unit. All tests shall be performed in strict conformance with SCAQMD and USEPA approved test methods. Air Emissions Testing :The Contractor shall provide all necessary qualified personnel, calibration gases and equipment required for testing. The City will use its own calibration gases for daily calibration of the plant CEMS during the test period. The Consultant shall perform the following tests following the City's written request. The tests shall be performed in accordance with all SCAQMD and USEPA approved test methods and protocols. Question Deadline 12/31/2024 at 4:00 PM PT Questions regarding this solicitation should be submitted directly through online. LOCATION: This RFP covers air emission testing services to be performed at the Glenarm Power Plant, 43 East State Street, Pasadena, California. The City reserves the right to reject any or all bids or proposals and any item or items therein, and to waive any non conformity of proposals with this RFP, whether of a technical or substantive nature, as the interest of the City may require. The method of Contractor Selection has not been Determined at this time.
