The City of Pasadena is seeking a qualified Consultant to provide public engagement services for the Public Engagement for the Lake Avenue Traffic and Pedestrian Safety Enhancement Project. This work aims to re-engage the community with the project and initiate engagement on the next design phase. The Consultant will be responsible for public engagement throughout design phase of the Lake Avenue Project. The Consultant will deliver a cohesive engagement strategy tailored to the specific needs of the project, ensuring public awareness of the project and next steps leading into construction. A successful approach will focus on reaching the North Lake Avenue community and fostering meaningful connections with the community, using innovative engagement methods to reach stakeholders who may not typically participate in traditional events. Ensuring broad and inclusive community involvement will be essential to the success of the public engagement effort. Relationship to City Planning Documents the General Plan The City's Mobility Element provides the overall policy framework for the public engagement for the project and transportation in the City. The public engagement effort is consistent with the Mobility Element Objective of Enhancing Livability through the following policies: Policy 1.7 - Design streets to achieve safe interaction for all modes of travel particularly for pedestrians and bicycle users. Policy 1.10 - Continuously evaluate the operation of the City's transportation system to manage the speed of travel at or below the speed limit, manage queues at intersections and develop improvements to increase safety of all transportation services. Policy 1.11 - Design Streets to reflect the mobility needs of the adjacent land use context to support healthy activities such as walking and bicycling. Lake Avenue Traffic and Pedestrian Safety Enhancement Project From 2020 through 2021, the City of Pasadena conducted a safety enhancement corridor study for North Lake Avenue, spanning from Mountain Street to Maple Street. The primary goal of this project was to improve pedestrian and traffic safety along the 0.6-mile corridor, which connects downtown Pasadena and the Metro A-Line Lake Station with neighborhoods north of the freeway. The study incorporated public and stakeholder input to evaluate safety and connectivity, resulting in the development of a concept design with cost estimates for community-supported improvements. As part of the process, the Department of Transportation, in collaboration with the consultant KOA Corporation, held three public workshops to gather input and finalize the conceptual design. Based on the feedback received through the initial public outreach process, City staff identified a recommended set of safety enhancements along the corridor and applied for grant funding to advance the design phase and construct the recommended enhancements. In 2022, the City was awarded an Active Transportation Plan (ATP) Cycle 6 Grant to fund the final design and construction of the project. Question Deadline 01/22/2025 at 5:00 PM PT Questions regarding this solicitation should be submitted directly through online. The Proposal shall include a proposed work schedule to indicate duration and completion dates along with any project milestone and or deliverables needed to complete the project on time. The city desires the proposed work to be completed by March 31, 2026. Invoicing for the project to be completed prior to the end of Fiscal Year (FY)25. The method of Contractor Selection has not been Determined at this time.
