https://pasadenanow.com/main/council-approves-contract-for-permit-center-remodel As part of Monday’s consent calendar, the City Council unanimously approved a $2.5 million contract to Swinerton Builders for the Hale Building remodel project. The project will upgrade the city’s Permit Center, expand office space, and modernize public facilities in the 1929 building on Garfield Avenue. The first phase of the remodel, completed in fiscal year 2020, focused on the second-floor offices occupied by the Department of Planning and Community Development. Phase II of the remodel includes upgrades to the historic Permit Center’s plan check counters and reception area, a new 70-person Public Hearing Room, renovation of five private offices and 25 workstations, ADA compliance improvements, and restroom renovations. Energy-efficient lighting, water-saving fixtures, and building security enhancements are also planned. The building originally was constructed for the Southern California Gas Company and acquired by the city in 1986. The Hale Building underwent its last major rehabilitation in 1994. Since that time, minimal improvements have been made. The current facilities are no longer adequate to support staff or meet public accessibility and efficiency standards. Construction is expected to be completed by October. --------------------------------------------------------- This project provides for a two-phase, comprehensive interior remodel of the Hale Building. Phase II includes design and renovation of the 1st floor Historical Public Permit Services Center with all associated back of the house office space. The renovations include accessibility compliance upgrades, installation of energy efficient and water saving fixtures for Title 24 compliance, and building security measures. Each Bidder must hold an active license issued by the California Contractors State License Board in the following classification(s): Class A (general engineering contractor) or Class B (general building contractor). The selected Contractor shall achieve Substantial Completion of the entire Work no later than 100 working days total for entire project (includes all phases)after the date of commencement established in City's initial Notice to Proceed ("Contract Time"). Bidders must provide all required information for the city to verify the bond with their bid. The bond must meet the following requirements and characteristics: Bid security in the amount of five percent (5%) of the total bid price in the form of a redeemable or callable electronic surety bond, meeting City requirements, must accompany all bids. If the Bidder to whom the contract is awarded shall for fifteen (15) calendar days after such award fail or neglect to enter into the contract with the required insurance documentation and the Construction & Demolition Waste Management Plan, and file the required bonds, the City may deposit in its treasury said bid security and, under no circumstances, shall it be returned to the defaulting Bidder. Failure to return signed contract with all the attachments stated above may result in having the project awarded to the next lowest bidder. The selected Contractor shall furnish to the City within fifteen (15) calendar days after award and tender of a contract, a Faithful Performance Bond and Payment Bond, each in the amount of 100% of the Contract Sum, and in conformance with the requirements of the Contract Documents. Each bond must be issued by a California admitted surety insurer. If the selected Contractor fails to achieve Substantial Completion of each phase/milestone as defined and within the Contract Time dictated in the section titled "General" of Instructions to Bidders, liquidated delay damages in the amount of $1500.00 per day will be assessed, unless otherwise indicated, as provided in Section 4.5 of the Agreement Between City and Contractor. Bids shall remain open and valid for one hundred eighty (180) days after the Bid Deadline. City reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the bidding. Engineers estimate is between $1,680,000 to $1,920,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
