Proposal for Binbrook Rd - Trinity Church Road - White Church Road Intersection Improvements Municipal Class Environmental Assessment The purpose of this RFP is to identify a Successful Proponent to examine the feasibility of reconfiguring the intersection (ex. a roundabout) at Binbrook Road, Trinity Church Road and White Church Road, relative to other transportation improvement options, including the assessment of alternatives and potential impacts. At a minimum, the requirements of Phases 1 through 4 of the Municipal Class Environmental Assessment (MCEA) process as prescribed by the Municipal Engineers Association's (MEA) Municipal Class Environmental Assessment document (October 2000, as amended in 2007, 2011, 2015, and 2023) is to be fulfilled. The scope will also include public and stakeholder engagement and documentation, a complete financial analysis of options, funding sources and proposed timing for budget purposes.
