Nelson said urban projects in general have a lot more eyes on them, from his experience. Their locations also lead to more conversation with area businesses regarding access, entrances and when people can get in and out. In Roseau, the project focuses on a Highway 11 corridor through the city and a bridge that sits in the middle of the project area. The project is to bring facilities in compliance with Americans with Disabilities Act requirements, including new sidewalk, curb ramps and other ADA facilities, as well as lighting and utility upgrades through the corridor. The bridge itself is getting rehabilitated, which includes a new overlay and sidewalk widening. The rehab is mostly completed on the bridge and most ADA installation on the east side of the city from the bridge is done, Nelson said. Most construction at the moment is focusing on the west side, such as work on storm sewers, curbs, gutters and sidewalk. There is about a month until the project is ready for new pavement and reopening the Highway 11 corridor. Rain has put things a bit behind schedule, he said. In Warroad, there are two projects – one on Highway 11 and another on a bridge in the city. Both are two-year projects that have overlapped. The bridge project, which began this year, came from the bridge being slated for replacement. There is one-way traffic on the bridge, which connects the north and south sides of the city, to ensure people can still travel while the work is being done on the other half of the bridge. The other project that started last year includes ADA reconstruction, new pavement and storm sewer, utility and lighting upgrades. The project also includes a roundabout going in at the intersection of Highway 11 and Highway 313. “It’s a lot of moving parts going on in Warroad,” Nelson said. The roundabout is nearing completion, and Nelson anticipates it being ready for traffic next week. He said MnDOT worked with the city and stakeholders to determine what was to be installed. Kathy Lovelace, Warroad city administrator, said the Warroad City Council felt a roundabout made sense for the intersection, and there hasn’t been much pushback on the decision. Aside from an influx of traffic through the work areas over the Fourth of July, Lovelace said the projects are going well. “We’ve had good communication, good conversations with MnDOT,” she said. The Roseau County Fair, July 20-25, led to some congested traffic through construction areas, said City Superintendent Gary Przekwas. Aside from that, construction has been going well, and it has been good to work with the contractors and the state, he said. The highway and light poles have been especially in need of fixes, he said. “The old highway was falling apart,” Przekwas said. “It was 20 years old, I suppose, so this is a huge improvement. The lighting poles were rusted out, the old ones, from the salt.
