Construct 8-inch VCP sanitary sewer main lines, manholes, service laterals, sewer line appurtenances, replace 4-inch, 6-inch, and 8-inch AC waterlines with 8-inch DIP waterlines, including service laterals and water line appurtenances, and asphalt pulverization and replacement within the GQPP AD-18 Area D-3 Sewer Construction and Water Line Replacement Project in the City of Desert Hot Springs. There will be no pre-bid job walk for this project. All proposals or bids shall be accompanied by a cashier's or certified check, payable to the order of Owner, amounting to ten percent (10%) of the bid or by a bond in said amount and payable to Owner, signed by the bidder and a corporate surety, or by the bidder and two (2) sureties who will justify before any officer competent to administer oaths, in double said amount and over and above all statutory exemption. Said check shall be forfeited or said bond shall become payable to Owner in case the bidder depositing the same does not, within ten (10) days after written notice, sign the contract. The Contractor will be required to furnish with the contract a Contract Performance Bond in the amount of one hundred percent (100%) of the aggregate amount of the bid, and a Payment Bond in the amount of one hundred percent (100%) of the aggregate amount of the Bid. The award of contract, if made, will be within ninety (90) calendar days from the date of the bid opening. Bidders shall agree that the Bid shall be good and may not be withdrawn for a period of ninety (90) calendar days after the date of the bid opening. The Contractor shall execute the Contract within thirty (30) calendar days after he has been notified in writing of the award. The Owner hereby reserves the right to reject any and all proposals, to waive any irregularity, and to award the contract to the lowest responsive and responsible bidder.
