Site work and paving for a mixed-use development in Riddle, Oregon. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Prospective bidders must be online planholders list for bids to be accepted and receipt of Addenda. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The project consists of: Construct a new 275,000-gallon bolted glass fused steel reservoir with steel bottom including concrete footing/foundation and appurtenances. Work shall include vent, interior piping, hatches, ladders, cages, personal fall arrest system, aluminum dome roof, non-skid walkway, telemetry system, and cathodic protection. Demolish existing tank and ancillary equipment and/or structures for a complete demolition. Salvage existing altitude valve for reuse as shown on the Plans. Site work including: clearing, grubbing, excavation, hauling, drainage work, placement of imported granular compacted fill, finish grading, gravel surfacing, and miscellaneous appurtenances. The constructed tank site will provide space for a 275,000-gallon storage tank and parking area. Protect in place perimeter security fence around reservoir site and construct a new access gate as specified and shown on the Plans. The time period (shutdown period) by which the Twin Oaks Storage Tank can be taken offline is between November 1, 2025 through March 1, 2026. No amendments to the shutdown period are allowed. The new tank and appurtenances must be fully operational by March 1, 2026 in order to meet the City's demand for potable water. Bids not fully completed in accordance with the Instructions to Bidders will not be considered. A Bid Security executed in favor of the Owner in the amount of not less than 10% of the total amount of the Bid is required. Per ORS 279C.385 (2), Bid Security is to be forfeited as fixed and liquidated damages should the Bidder neglect or refuse to enter into a Contract and provide suitable insurance certificates, bonds, and other required documents for the faithful performance of the work in the event the Bidder is awarded the Contract. Each Bidder must submit a First-Tier Subcontractor Disclosure Form, Evidence of Authority to Sign Bid, and Evidence to do Business in the State within two working hours of the time for receipt of the Bid. Contractors and all subcontractors shall pay at least the state prevailing rate of wage as determined under ORS 279C.815. ORS 279C.800 to 279C.870 will be administered and enforced in accordance with state law and regulations. Work under this Contract will be funded in part with funds from the Oregon Water Resources Department (OWRD) Grant Agreement No. WPG-D-009-24. No Bid will be received or considered by the Owner unless the Bid contains: 1) a statement that Bidder will comply with the provisions of 40 USC 276a and ORS 279C.840 and 2) a statement as to whether the Bidder is a resident Bidder as defined in ORS 279A.120. The Owner reserves the right to reject any or all Bids, to waive all informalities, and to accept such Bids that in the opinion of the Owner are in the best interest of the Owner.
