Water Main Renewal Project Question Deadline 02/04/2025 at 5:00 PM ET Location : online portal. The work to be completed under this Contract consists of supplying all plant, labor, equipment and material not otherwise indicated as being supplied by others that is required for the new water main and valves. Work shall include all excavation, backfilling, grading, installation of pipe, fittings, tapping sleeves, valves, valve insertions, hydrants, services, corporations, blowoff assemblies, temporary and permanent paving restoration required to complete this project assigned to the Contractor under this Contract. Furnish all necessary material and install all equipment to disinfect all new water mains as directed by the Authority's Engineer with copper, brass, and chlorine material furnished by the Contractor. See schedule under Section 2.28 and CWA Drawing No. 1438-S, sheets 13a-13h. Payment to be included under the main installation, access excavation, and blowoff installation bid items. 3/4-inch sample points are to be installed every 1,000 feet apart maximum or as directed by CWA and are to be included under the main installation bid item. There will be no separate payment for furnishing material and for performing this work. Furnish proper equipment, and furnish and use ascorbic acid in order to properly dechlorinate any chlorinated water discharged from any water mains. Contractor is to note that there are streams within the Project area. Note : The Contractor is to purchase and have on hand at the jobsite a minimum of two (2) 5 gallon buckets of ascorbic acid tables (white) prior to the start of the project. An adequate supply of tablets must be maintained onsite until the project is complete. This cost is to be included in per unit bid cost of main installation. Excavate and install 1" diameter corporations and service lines to renew lead, and galvanized iron services with 1" diameter material on new mains located within the project area. This would include services where selected copper connection to new mains is needed. It is the intention of the Authority to minimize the amount of permanent paving restoration that is necessary for the service renewals performed by the Contractor. Consequently, it is the requirement of the Contractor to attempt to renew each 5/8", 3/4" and 1" diameter lead, galvanized iron and selected copper services with 1" diameter copper by using "The Pipe Replacement Tool" as manufactured by Grice Industries, Inc., or the mole method, push method or approved equal. The method used by the Contractor must be approved in advance by the Authority's Engineer. The open cut service renewal method can be used where utility lines preclude the use of these types of pipe replacement methods, or if these methods do not work well on the existing service pipe material. Payment for each service renewal will be made under the appropriate bid item. Service renewal and transfer work must be completed after renewal or new main is placed into service. The contractor must reconnect any renewed service line to the customer's existing service line. This work will be performed within the current excavation. If the contractor has difficulty completing the water tight connection to the customer's existing service line additional attempts will be made by the contractor until, if necessary, the edge of the Public Right of Way is reached. The additional attempts will be performed in the presence of a CWA Inspector and at no additional cost to the Authority. If the Authority chooses to make a double manifold service from two adjacent lead services to be renewed, the Contractor will be paid for one service renewal, one service hole for the manifold work, and one service hole for the extra excavation required to tie into the second customer service. The parallel services would be no more than 4-5 feet apart in order to provide one manifold service. In addition, the Contractor will be paid under the street access hole bid item if extra excavation is required in the street. AU service shutdowns can only be between 9:00 A.M. to 3:00 P.M. and must be returned to service by 3:00 P.M. the same day as the shutdown. All shutdowns must be approved in advance by the Authority's Engineer Excavate and install all renewal/relocated hydrants, valves, and laterals as shown on CWA Drawing No. 1438-S, sheet 4, and CWA Project Drawing. Hydrant extension kits are not acceptable and will not be allowed. Furnish additional topsoil, make final grading, and furnish and install all required seeding as directed by the Authority's Engineer. Payment is to be included under the main installation bid items. Provide sawcut for all openings along PennDOT / Township roads, including access holes, new main or installations. Payment for all saw cutting is to be included under the main installation Bid Items. Furnish all material, install and maintain all required temporary paving restoration until final paving restoration is completed. Temporary hot mix asphalt to be installed on PennDOT / Township roads on the same day as the road opening is made. All of the temporary paving must be properly compacted so there is minimal settlement. The temporary paving must remain smooth, level and even with the surrounding existing paving as determined by PennDOT, Municipality and / or CWA. All costs to maintain and / or rework any faulty /failing temporary paving will be at the contractor's sole cost and expense. Contractor is also responsible for all final paving restoration and associated items.
