The Board of Directors of Summit Valley School District, Stevens County, invites bids for the Old School House Modernization Project in Addy, WA. The scope of work includes modernization and ADA compliant upgrades to the interior, exterior, site, mechanical, electrical, and plumbing, foundation, and communication to the main school building, with asbestos abatement of the interior. No bidder may withdraw his bid after time set for opening thereof, unless award is delayed for a period exceeding 40 days. This project is funded through the Washington State Office of Superintendent of Public Instructions program with state funds and is subject to Washington State prevailing wages for Douglas County. The Board of Directors of Summit Valley School District reserves the right to reject any or all bids and to waive irregularities as informality. Summit Valley School District is committed to providing the maximum practicable opportunity for participation by Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Owned Businesses; however, no minimum level of participation shall be required as a condition of selection Architect’s Construction Estimate: $977,685.00 Any questions bidders may have, with regard to the Plans and Specifications, shall be submitted via email to both the Architect and Project Manager by email for consideration prior to the bid submission cut-off date and time. Current Conditions: 1. Summit Valley School District sets in Addy, WA among the Iron Mountains of Stevens County at elevation of approximately 2,700 feet above sea level. 2. The Summit Valley Old School House was originally constructed in 1908 originally as the school building. 3. The Old School House sets on the same property as the new elementary and houses the district's library and early learning facility for ages 0 through 4. 4. Interior construction includes asbestos containing materials and lead paint as described in the environmental sections of the project manual. 5. Exterior construction consists of original stone foundation with some settling, wood siding which, at some point covered over original windows on the south end of the east side of building. 6. The school drive from Addy-Gifford Rd is gravel and experiences some stormwater issues during rain and snowmelt at the Old School House and the main elementary building. 7. The building is not ADA compliant at the approaches nor on the interior. Proposed Work Schedule () 1. March 3, 2025 Contract Signing. Shortly thereafter: a. District Issues Notice to Proceed b. Facility will have been emptied out. c. District will have Building Permit Reviewed and Paid. Contract to apply for all required state and clean air agency permits. d. Contractor to issue project schedule, Gant-chart CPM format preferred. e. Contractor to Issue Certificate of Insurance and Payment & Performance Bonds f. Contractor may mobilize after insurance and bonds are in place g. Contractor to File Prevailing Wage Intent to Pay h. Contractor to issue contact information for all key personnel; i. Schedule Preconstruction Meeting j. Owner reserves the right to alter the schedule due to factors of the bid and due diligence process. 2. April 1 - 4, 2025 Spring Break, no students or staff in district. At contractor's option, first opportunity for stormwater mitigation civil work at main school building and on main drive. 3. June 13, 2025 Last Day of School in Building for summer break. Second opportunity begins for stormwater mitigation civil work at main building and on main drive. 4. August 15, 2025, No Later Than, Substantial Completion defined by beneficial use of the Old School House, drive, and parking areas Summary Scope of Work 1. Asbestos abatement, lead RRP certified general demolition of interior, and lighting component abatement. a. Bid Alternate 1, abatement of all exterior wall insulation as asbestos containing if discovered to be so during selective demolition. If more than 0% of exterior wall TSI is found to be ACM, at time of alternate acceptance, the bid alternate price shall be reduced if less than 100% of exterior wall TSI is found to be ACM. 2. Interior and exterior general and selective demolition of finishes and structure. 3. Interior finish and floorplan modernization and exterior selective modernization. 4. Install new windows in place of historical windows covered over. 5. Selective repair and demolition/replacement of roof appurtenances. 6. Replace cobblestone foundation with new concrete footings and walls. 7. Install below grade conduit between Old School House and Elementary School. 8. New electrical systems plus raceways and boxes for low voltage systems. 9. Re-use existing HVAC equipment, supplement with new for cooling and ventilation. Replace ductwork distribution. 10. Provide for exterior ADA access including walks, ramps, and parking. 11. Improve gravel parking at Old School House. 12. Construct new sidewalk between Old School House and Elementary School 13. Construction stormwater management system. 14. Contractor shall self-commission the mechanical system.
