Notice is hereby given that the San Diego Unified School District, acting by and through its governing board, will electronically receive written qualifications and proposals for the furnishing of all labor, materials, transportation, equipment,and services. Prime contractors must be present at both sites in order to submit a proposal for this RFQ/P. All attendees must preregister with the District prior to attending the site walk at website. District may award to multiple contractors based on the best combination of experience, qualifications, proven performance, financial capability, overall thoroughness, and completeness of this RFQ/P. The District will select a prime contractor(s) from the statement of qualifications and proposals submitted on best value and not solely on lowest cost. (California Government Code section 4217.10, et seq.) Under Public Contract Code 3400, the District has made a finding that the following particular materials, products, things, or services are designated by specific brand or trade name in order to match other products in use on the particular public improvement either completed or in the course of completion: Specification Section 32 84 00 Planting Irrigation. The District requires that the prime contractor possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of proposal submission and contract award: A, B, C-46, or other appropriate license, subject to District approval. PROPOSAL REQUIREMENTS: Each proposal shall be in accordance with all terms, conditions, plans, specifications, drawings, and any other documents that comprise the RFQ/P package and shall be submitted on the forms provided in PlanetBids, where applicable. SENATE BILL (SB) 854 REQUIREMENTS: No contractor or subcontractor may be listed on an RFQ/P or awarded a contract for a public works project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code 1771.1(a)]. This project is subject to compliance monitoring and enforcement by the DIR. PREVAILING WAGES: Prevailing wage requirements apply to all public works projects and must be followed per Article 17 of the General Conditions of this RFQ/P. The applicable wage determination for this contract is 2024-2 and will be 2024-2 for the duration of the contract. This includes amendments, change orders, and warranty work relating to this contract number. The following is a link to the Department of Industrial Relations website to obtain rate information, and any applicable predetermined increases website. DISABLED VETERAN BUSINESS (DVB) PARTICIPATION PROGRAM: According to a board-approved resolution, the proposing prime contractor is required to satisfy a minimum DVB participation percentage of at least three percent (3%) for this project. WITHDRAWAL OF PROPOSALS: Proposals may not be withdrawn by any proposer for a period of ninety (90) days after the proposal submission deadline. During this time, proposers shall guarantee prices quoted in their respective submissions. A successful proposer shall not be relieved of the proposal submitted without the District's consent or bidder's recourse to Public Contract Code 5100 et seq. The District reserves the right to reject any and all submissions and to waive any irregularities. For information regarding the RFQ/P, please email kosborn@sandi.net.
