Site work for a water / sewer project in Saint Louis, Missouri. Completed plans call for site work for a water / sewer project.

The contractor shall furnish all labor, equipment, and tools necessary to perform the repair work for the replacement of the existing backflow preventer assembly. The backflow preventer assembly has failed the St. Louis County annual testing and needs to be replaced. The existing backflow preventer is in a below ground level valve pit/vault and is located in the West Parade Field of Jefferson Barracks Air National Guard Station (JB ANGS). This is one of two (2) backflow prevention assembly systems for the domestic water service at JB ANGS. See attached Statement of Work for details. Disclosure of Magnitude in accordance with FAR 36.204: between $25,000 and $100,000. Any request for information (RFI) or questions regarding this solicitation and attachments shall be submitted via email to the POC above no later than 5 business days following the site visit date(s) in the provision FAR 52.236-27. Questions/RFI submitted after this due date may not be answered by the Government by the solicitation due date and time. Verbal questions will not be answered. Answers to questions, on a non-attribution basis, will be posted to online An organized site visit has been scheduled for 20 February 2025 at 1:00 PM local. Interested contractors MUST register no later than 13 February 2025 at 5:00 PM local time in order to be cleared through Base Security. See Section L starting on page 35 for more information. The contractor shall furnish all labor, equipment, and tools necessary to perform the repair work for the replacement of the existing backflow preventer assembly. The backflow preventer assembly has failed the St. Louis County annual testing and needs to be replaced. The existing backflow preventer is in a below ground level valve pit/vault and is located in the West Parade Field of Jefferson Barracks Air National Guard Station (JB ANGS). This is one of two (2) backflow prevention assembly systems for the domestic water service at JB ANGS. Special Requirements 1. Contractor installer shall be a licensed plumber from St. Louis County and shall be experienced in the removal and installation of similar sized backflow preventer assemblies. 2. Contractor to provide proof of OHSA approved permitting certification for permit-required in confined space work. 3. Contractor to use appropriate personal protection and equipment for proper control of hazards. Vault is approximately 40 inches deep and valve train is approximately 7 inches off the floor of the vault. 4. All work to be accomplished during regularly established Air National Guard duty hours, 7:00 AM to 4:00 PM. Work will not be performed on federally recognized holidays. 5. All work shall be coordinated with the Civil Engineering Office's Project Manager, John Matthews, (314) 527-8226 or Deputy Base Civil Engineer, Mark Lloyd (314) 527-8360. 6. All equipment and material to be utilized by Contractor shall be submitted to the Contracting Officer or his official representative for approval in accordance with the AF Form 66, Schedule of Material Submittals. Allow sufficient review time so that installation will not be delayed because of the time required to process submittals, including time for re-submittals. 7. A site visit will be scheduled by the Contracting Officer to assure the specifics of this project have been witnessed firsthand by all interested contractors. Subsequent visits may be arranged through the Civil Engineering (CE) Office. The contractor shall become familiar with all details of the work, field check and verify all dimensions and specification stated herein and shall advise the Contracting Officer of any discrepancy before performing the work. 8. In addition to manufacturer's warranties on equipment and supplies used in this project, all work shall be covered by a one-year warranty on materials and workmanship. 9. Contractor must comply with all OPSEC (Operational Security) and AT (Anti-Terrorism) requirements as stipulated by the project solicitation and during construction conferences. 10. Contractor shall deliver a schedule, either a GANTT or AF Form 3064 within 14 days of Notice to Proceed. 11. Any government property damaged due to contractor negligence during the installation of the Backflow Preventer will be contractor's responsibility to repair or replace the damage property to the same or newer condition as prior to property being damaged. 12. Contractor shall deliver or create a complete and useable product to the government. The contractor shall assist the project manager in providing information to complete the DD Form 1354, Transfer and Acceptance of Real Property, to capture cost of new equipment or capital improvements. Scope of Work 1. Description of existing Backflow Prevention System (see Figure 2 & Figure 3) a. Type: Double Check Valve Backflow Preventer b. Manufacturer: FEBCO c. Model: 805 d. Type: YD e. Size: 8.0 inch f. Serial Number: B13880 2. Contractor shall field-verify above information for the existing backflow preventer. 3. Remove existing backflow preventer and replace with new backflow preventer assembly. Contractor to remove existing inlet and outlet gate valves and leave on site for government reuse. Contractor shall properly dispose of remaining assembly per local government regulations. 4. New backflow preventer assembly is to include in-line double check valves and two (2) isolation/shutoff valves. Both check valves shall be removable and serviceable without the use of special tools. 5. New backflow preventer assembly shall be a lead-free Watts Model 757 or comparable system on the Missouri Approved Backflow Assembly List. 6. Note, new backflow preventer valve train is expected to be shorter than existing backflow preventer overall length and a flanged spool fitting is recommended to be installed. Length of spool to be determined during site visit. 7. Within 3 days of project installation completion, contractor shall perform St. Louis County required annual backflow preventor testing. JB ANG Civil Engineering will witness backflow preventer testing. New assembly shall pass the annual test and contractor shall provide Civil Engineering witness a copy of the Backflow Prevention Assembly Test Data and Maintenance Report form. Contractor shall file test results to St. Louis County within 30 days per state regulations and St. Louis County Ordinance. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
